In order to fully explain this requirement and invite bidder responses HESA will be holding a prospective bidders’ day at their Cheltenham Office on 26.2.2016 and 29.2.2016. Bidders wishing to attend are requested to e-mail m11-procurement@hesa.ac.uk to register their attendance; please note that companies are requested to limit attendees to 3 per company.
The PQQ will be issued to all interested bidders on 7th March 2016. please note than any bidder not attending the bidders’ day will not in any way be disadvantaged or excluded from the process.
VI.4.2)Lodging of appeals
will incorporate a minimum 10 calendar day standstill period from the date information on the award of the
contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing
from HESA before a contract is entered into. Applicants have 2 working days from the notification of the award
decision to request additional debriefing and that information has to be provided a minimum of 3 working days
before the expiry of the standstill period. Such additional information should be requested from the Company
Secretary, HESA,e- mail m11-procurement@hesa.ac.uk If an appeal regarding the award of a contract is not
successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who
have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England).
