2 Contract Details

2.1 Title

Professional Arboriculturalist Advice – Expression of Interest

2.2 Description of the goods or services required

The Authority is inviting expressions of interest for the provision of professional Arboriculturalist advice on the following:

• Professional advice on applications for works to trees covered by Tree Preservation Orders (including site visits);

• Professional advice on applications for works to trees in Conservation Areas (including site visits);

• Professional advice on hedgerow removal notices (including site visits);

• Professional advice on planning applications which may have an impact upon trees, including providing comments and recommendations on submitted tree surveys and Arboriculturalist assessments;

• Provide an “on-call” informal pre-application advice service administered by the Authority;

• Assist and advise in the preparation of Tree Preservation Orders;

• Assist and advise in the preparation of Tree Replacement Notices;

• Provide evidence and appear as expert witness in support of Appeals (as necessary);

• Assist in the preparation of a Planning Advice Note on works to trees for publication on the Authority’s website;

• Appear at Planning Committee as and when required;

• General advice and guidance on protected trees, and the processes and procedures associated.

The Authority would take responsibility for registering and validating applications, including issuing relevant consultation letters, and would then issue the relevant information to the instructed arborist in a timely manner to ensure that sufficient time is given for undertaking site visits and providing written advice and recommendations, provided on a prepared proforma within the relevant statutory timeframes.

The appointed arborist will be expected to be based at the Authority HQ in Brecon for one day a week.

It is acknowledged that as a private consultant you may on occasion have a conflict of interest and thus the Authority would expect that it is advised of any such conflict immediately to enable sufficient time for an alternative arborist to be instructed.

3 Conditions for Participation

3.1 Minimum standards and qualification required

The Authority anticipates the annual fee for the Arboriculturalist Advice to come in at approximately £10,000. Payment will be on a quarterly basis. If you are interested in providing professional Arboriculturalist to the Authority as outlined above, please set out your anticipated fees and any other information you consider relevant for the provision of such a service. Please ensure that any expression of interest includes the following information:

• CV with a summary of experience, including:

o Qualifications;

o Previous work as a tree officer or the provision of similar services to Local Authorities;

o Membership status within a professional accrediting organisation.

• Details of employees likely to be carrying out the work;

• Insurance;

• Contacts of previous customers who can supply references.
