The Contracting Authority is seeking to procure the services of a comprehensive integrated design team, including a lead consultant, architect and all engineering disciplines, including BREEAM, traffic, fire engineering and acoustics. Services will also be required for work place interior design, planning, IT and landscaping. Other related services might be included as identified. The Authority is looking to contract with a single entity.

II.2.1)Total quantity or scope:

The Contracting Authority intends to invite tenders for the design of a new corporate office building to be located at it’s Angel Street site in Northampton. Full details of the Contracting Authority’s expectations for usage of the resulting structure will be published within the procurement process, the building will serve as a base for c2000 staff and may include retail and commercial spaces as well as co-location of other public service personnel.
The Contracting Authority is seeking to procure the services of a single Organisation to undertake comprehensive, integrated design services and where necessary appoint sub-consultants. Services under this appointment will comprise:
– Lead Consultant;
– Architectural Design Services;
– Structural/Civil Engineering Design Services;
–Services Engineering Design Services;
– BREEAM advisor/assessor;
– Traffic Consultant;
– Workplace/Interior Designer;
– Fire Engineering;
– Acoustic Design and Consultancy;
– Planning Consultancy;
– Landscaping and Urban Realm Design.
Services are required for all project stages from RIBA C-L, inclusive. The Contracting Authority intends for the Integrated Design Team to be novated to the Design and Build contractor following completion of the Planning Application and Employers Requirements Documents.
There will be a requirement for short-listed Tenderers to detail their concept design approach as part of the tender submission. The Contracting Authority will make a lump sum contribution towards the cost of tendering of up to GBP 8 000 per tenderer, if progressed to the ITT stage.
For clarity this does NOT include the appointment of Project Management, Cost Consultant or CDMC services. It is anticipated that the building will be occupied during 2016 with an estimated construction value between GBP 35- 40 million.

Precise information on deadline(s) for lodging appeals: The Contracting Authority will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. The duration of this standstill will be disclosed at this point. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into.
