Description of the contract

0.1 The requirement is to appoint a Project Management Consultant to manage and deliver the project to the requirements of the Outline Business Case as indicated below. This consists of GC/Works/5 Stages 1 – 5 but provision is maintained to terminate such an appointment at the close of Stage 1 should the Full Business Case be rejected. 0.2 The objectives of this project are to: 0.2.1 Maintain full use of the House of Lords Library during sitting hours. The works must be carried out to a programme agreed by the Library to avoid disruption to peers. An Action Plan must be put in place in case Parliament is recalled during recess. 0.2.2 Clean the ceilings, friezes, heraldic panels and woodwork (including bookcases) as identified in the Quadrennial Inspection Report to replicate their original condition. The cleaning method for each element must be dependent on a trial clean, which will establish the most appropriate, nonintrusive and cost-effective technique. Trial cleans are to be carried out as part of GC/Works/5 Stage 1: Feasibility Phase. 0.2.3 Restore all ironmongery as identified in the Quadrennial Inspection Report to replicate its original condition. 0.2.4 Refresh fireplaces and window casements as identified in the Quadrennial Inspection Report to replicate their original condition. 0.2.5 Replace the UV filters in each room. A high level of UV radiation is causing damage to the woodwork, books and works of art. 0.2.6 Working with an appointed lighting specialist, present an option to either fully or partially reinstate the lighting as depicted in the Palace of Westminster Conservation Plan. 0.2.7 Produce a report outlining how such deterioration may be mitigated in the future. This should include a method for future domestic cleaning that is nonintrusive. 0.2.8 Conservation must be emphasised, with replacement of materials a last resort. All works must be completed in liaison and agreement with the PED Conservation Architects. 0.2.9 Industry standardised materials and products are to be used [for which replacement parts are readily available and likely to be stocked for the next 2 years] to simplify ongoing maintenance. 0.2.10 So far as is reasonably practicable the materials used and the techniques employed have to be DDA compliant, sustainable and energy efficient. 0.2.11 The Project Management Consultant and future employees of this project must understand the constraints and risks of working in an occupied building; showing consideration to the occupants. They will also have to anticipate and mitigate risks associate with the area and its surrounding environment.
