Following the DE&S Transformation Programme and the standing up of the Project Controls function, it has been recognised that there is a need to provide APMG accredited training and qualifications aligned to the specific needs of the Project Controls function. The APMG ‘Project Planning & Control’ Foundation and Practitioner training course meets this requirement and a provider of this training is therefore sought.

II.2.4)Description of the procurement:
Following the DE&S Transformation Programme and the standing up of the Project Controls function, it has been recognised that there is a need to provide APMG accredited training and qualifications aligned to the specific needs of the Project Controls function. The APMG ‘Project Planning & Control’ Foundation and Practitioner training course meets this requirement and an accredited APMG training provider of is therefore sought.
The Contractor will deliver a maximum of 10 classroom based training events per financial year — specific dates to be agreed by the Authority.
The Contractor will make provision for up to 18 students per class.
The Contractor will deliver the Foundation and Practitioner training courses together over 5 days (including exams) in accordance with the APMG International PPC course structure and curriculum.
The Authority will provide a classroom environment at either MOD Abbey Wood or within a 5-mile radius for the delivery of the training course however, the Contractor may be asked to source a venue within 5 miles of MOD Abbey Wood should facilities be unavailable. The Authority will inform the Contractor whether or not provision of venue is required on a course-by-course basis.
It may be necessary to carry out courses at other UK locations although this will be rare and subject to demand; the majority will be Bristol based.
The Contractor will provide all learning materials and pre-course reading and be responsible for all liaison with APMG to manage the examination entry of individuals, paper marking and exam results.
For the Foundation examination, the Contractor is responsible for all liaison with APMG to manage the entry of individuals for the exam. They shall provide facilitation of the examination and provision of paper marking and distribution of examination results to individuals. A copy of examination results will be provided to a nominated point of contact within Project Controls Corporate.
For the Practitioner examination, the Contractor is responsible for all liaison with APMG to manage the entry of individuals for the exam. They shall provide facilitation of the examination and manage the collection and submission to APMG for paper marking. On receipt of the examination results, the Contractor shall manage the distribution of examination results to individuals. A copy of examination results will be provided to a nominated point of contact within Project Controls Corporate.

There will be an option of one (1) additional year to provide up to 10 further courses from 1.4.2018 to 31.3.2019, to be exercised at the Authority’s sole discretion.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs).
