The Big Lottery Fund (‘BIG’) is seeking an organisation to deliver a contract to support the prevention of mental health illness and to promote positive mental health in Northern Ireland.
The contract will have 2 key functions. The service provider will:
1. Provide a range of mental health and wellbeing interventions across Northern Ireland, through a co-ordinated approach. BIG requires the service provider to provide qualitative and intensive support to beneficiaries as opposed to placing emphasis on the quantity of beneficiaries supported. The projects must support beneficiaries from a variety of age ranges, in urban/rural settings, and/or across risk areas including; anxiety disorders; depression, eating disorders; self-harm; and personality disorders.
2. Evaluate the delivery mechanisms, quality assuring them, and providing recommendations for the delivery of future mental health and wellbeing projects in Northern Ireland.
Additionally, the service provider will be required to communicate and disseminate the learning from the contract to beneficiaries, and relevant external stakeholders, such as mental health organisations, government departments and agencies.
Through the delivery of these functions, the service provider will provide the following high level outcomes:
— An improvement in the mental health and wellbeing of people who benefit from the projects delivered
— Learning for organisations delivering beyond the contract in terms of impact for beneficiaries and success factors that will enhance service delivery
— Enhanced delivery of efficient and effective customer-focussed and holistic services
— Analysis and evaluation of the range of delivery mechanisms used which will inform new approaches to successful replication of what works Please see the ITT at:

Joint and several liability. Should the successful tenderer be a consortium of organisations, the Contracting Authority reserves the right to require a successful consortium to form a single entity. III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: Bidders must confirm that the circumstances set out in Article 45(1) and 45(2) of Directive 2004/18/EC or or Regulation 23(1) or 23(4) of the Public Contracts Regulations 2006 (as amended) do not apply. Bidders that do not confirm this will be excluded from the competition.

Minimum level(s) of standards possibly required: (1) Bidders are required to have adequate financial standing to perform the services without putting the Authority at risk. The financial ability of bidders will be assessed before their tender is evaluated as follows:

Failure to achieve this minimum requirement and pass the financial assessment shall result in the bidder being excluded from further participation in the tender competition.
(2) Bids that exceed GBP 3 000 000 (including VAT and expenses) will be excluded from further consideration in the tender process.
(3) Bids in which Overhead and Profit costs together exceed 10 % of the contract value (i.e. the total value of the Bidder’s bid) will be excluded from further consideration in the tender process.
(4) Bids in which Evaluation costs exceed 3 % of the contract value (i.e. the total value of the Bidder’s bid) will be excluded from further consideration in the tender process.

(1) As a minimum, the bidder must:
(a) demonstrate knowledge of the gaps in provision and key issues in promoting positive mental health and wellbeing; and
(b) have and provide evidence of, at least 3 years relevant experience of successfully delivering similar projects of this type, value and complexity including experience of:
— working with delivery models that support positive mental health and the prevention of mental ill health, at various ages, and stages, of an individual’s lifetime;
— actively involving people who have accessed preventative and early intervention mental health and wellbeing services in policy making, research or advocacy;
— influencing policy, service delivery and best practice, through the communication and dissemination of learning;
— working with user led organisations in the field of mental health and wellbeing; and
— carrying out in depth evaluations of services supporting positive mental health and promoting wellbeing.
Bidder’s will be required to submit evidence demonstrating this as part of their tender submissions.
(2) As a minimum the bidder must provide evidence that it has a quality management system in place.
(3) As a minimum the bidder must submit a complete tender in accordance with every instruction and requirement set out in the ITT.
