II.1.4)Short description:
The EBA is seeking to establish a contract with a service provider in the area of English language editing and proofreading in order to improve the quality, linguistic style, accuracy and clarity of EBA publications and material. The work would consist of editing and proofreading EBA outputs and communication products in print so that finalised texts communicate core messages as effectively as possible. The work would also consist of editing and proofreading EBA outputs and communication products for Web content.

The place of performance will depend on the location of the service provider’s offices.
II.2.4)Description of the procurement:
The estimated volume of work is in the order of between 2 500 and 3 500 standard pages (assuming 1 page = 500 words) per year. Tenderers should be aware that the information on volume is indicative and shall not be binding on the EBA. The sum of the amounts of the order forms issued may not reach the aforementioned estimated volume. The EBA will be contractually bound only by the amounts entered in the signed order forms. The total value of the framework contract will depend on the orders the EBA may place.

The contract shall have an initial duration of 1 year. It will be automatically renewed up to 3 times each time for a period of 1 year unless one of the parties receives formal notification to the contrary at least 3 months before the end of the ongoing duration.

The EBA may at a later stage during the 3 years following conclusion of the framework contract exercise the option to increase the contract value via negotiated procedure with the successful tenderer in accordance with Article 134(1)(e) of the rules of application of the financial rules applicable to the general budget of the Union. Such an increase in value would not amount to more than 50 % of the initial estimated contract value and follow a negotiation with the successful tenderer.

A maximum of 1 legal representative per participating tenderer may attend the opening session. Tenderers shall inform the European Banking Authority in writing via e-mail to francarosa.congiu@eba.europa.eu with a copy to tenders@eba.europa.eu of their intention to attend at least 48 hours prior to the opening session.

You may submit any observations concerning the award procedure to the contracting authority indicated under heading I.1. If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see http://www.ombudsman.europa.eu). Such complaint does not have as an effect either to suspend the time limit to launch an appeal or to open a new period for lodging an appeal. Within 2 months of the notification of the award decision you may lodge an appeal to the body referred to in VI.4.1.
