Description of the goods or services required

Scottish Enterprise (SE) is seeking to appoint a property company (either sole or joint agency) that is able to offer a comprehensive range of commercial property services, to provide agency and development advice in relation to the marketing of plots of vacant serviced development land at the Energetica Industry Park, Peterhead. The development land is to be marketed on the basis of an annual lease, grassum lease or sale. The contract will be let for a period of two years with the option to extend for an additional year. SE reserves the right to appoint joint agents.

The successful contractor/s will be expected to act on behalf of SE to promote the site as a business location and identify opportunities to support companies with the development of bespoke accommodation.

In marketing and disposing of the development plots by sale or lease, the appointed agents will require to have regard to the Energetica Design Guidance and also to the economic development objectives of Scottish Enterprise.

The Energetica Industry Park extends to 22 Hectares (55 Acres), at Upperton, Peterhead. It is intended that the site will be developed in two or more phases of which the first is approximately 12.15 Hectares (30 Acres). SE is currently investing c£2M in site servicing works in relation to new access and development platforms and it is anticipated that serviced plots will be available for lease by grassum or annual rental, or for sale, in sizes ranging from 0.405 Hectares (1 Acre).

The objective of the project is to provide a higher quality of accommodation than the largely Class 5 heavy industrial proposition that is currently on offer in Peterhead, to meet the needs of the energy sector.

The site is considered suitable for business and industrial uses contained within classes 4, 5 & 6 within the Town and Country Planning (Scotland) Act 1997. The site can therefore accommodate a mix of industrial uses including light manufacturing units.

Should this instruction be commissioned on a Joint Agency basis, contracted parties will be required to collaborate and work together in a professional manner to achieve all objectives/tasks associated with this commission, in close partnership with SE.

Total quantity or scope of tender

The contract will be let for a period of two years with the option to extend for an additional year. SE anticipates that the total fee for this commission over the maximum 3 year period, will fall within a range of £40,000 and £60,000 excl VAT.
