North Somerset Council wish to appoint a Provider to deliver Property Compliance Services and undertake Periodic Maintenance, Testing, Inspection, Reporting and Management services to mechanical, electrical and building fabric installations for premises within the district area for a period of three years, with the possibility of extension by one year.
The services required will be broken down in to a number of modules which will relate to all mechanical, electrical and building fabric elements, which need to be delivered under this one single contract.
This framework arrangement will be a call off contract. The Council intends to use this arrangement for all of its non-school premises. It then intends to offer this arrangement to schools within the district and other public sector bodies.

Information and formalities necessary for evaluating if the requirements are met: The organisation must be able to demonstrate by way of its financial resource that it represents an acceptable degree of risk appropriate for this project.
The purpose of the Council’s assessment of an applicant’s economic and financial capability is to assess whether it can have confidence in the applicant’s ability to perform any contracts. To this end the Council will undertake an overall assessment of information supplied but the Council will not and does not apply specific ratios in the sense that failure to meet a specified level for one ratio would result in automatic elimination. If one or more ratios give cause for concern an assessment will be made of any balancing factors to determine if on balance the risk of contracting with the organisation would be unacceptable.
Minimum level(s) of standards possibly required: Applicants should be able to demonstrate financial stability and an acceptable level of risk to the Council. The applicants must also be able to demonstrate the availability of financial resources appropriate to such a contract taking into account its value, duration and the level if investment required.
If successful public liability insurance of 5 000 000 GBP, Professional Indemnity of 2 000 000 GBP and employers liability insurance cover of 5 000 000 GBP (where employers liability insurance is a legal requirement) must be in place before any contract can be entered into).
