Description of the contract

The London Borough of Hounslow Council (“the Council”), as administering authority for the London Borough of Hounslow Pension Fund (“the Fund”), is looking to appoint one or more appropriately qualified and well-resourced UK Property investment managers, with a view to investing in their balanced UK property pooled funds. The total initial investment is expected to be in the region of £50million or 8% of the Fund, which is approximately £600 million in size. The minority of this £50m could include the in specie transfer of ten directly owned and managed commercial properties within the UK. The transfer of these assets however is not a requirement to win the mandate. The overall investment in both cash and/or transferred direct property investment may be split between one or more managers. Only proposals for pooled UK Balanced property funds investing across the range of commercial property sectors will be considered. The relevant benchmark against which the investments are to be managed is the IPD All Balanced Funds Index. Candidates must meet the definition of ‘investment manager’ as set out in the Local Government Pension Scheme (Investment and Management of Funds) Regulations 2009, and have had a SAS70 /SSAE 16 FRAG 21 / AAF 01/06, report commissioned in the last two years. Providers wishing to be considered must have at least £350m invested in the relevant pooled property product / strategy which they propose. The proposed fund must also have at least a three year live performance history and a minimum of 20 existing investors.
