Elmbridge Borough Council is initiating an restricted procedure for the property management services of the Council’s residential and commercial premises in accordance the Public Contracts Regulations 2015 (as amended). The Council has currently approximately 13 commercial buildings, and approximately 6 residential buildings. The Council has a statutory and corporate responsibility to ensure the well-being, safeguard and the health and safety of its residents, tenants, staff and visitors. Consequently, the successful contractor(s) will be required to provide full property management services.

Elmbridge Borough Council is tendering the property management service for its wholly owned company, EBC Homes Ltd, currently a provider of a small but growing portfolio of affordable rented housing, as well a small number of temporary accommodation units within the boundaries and ownership of Elmbridge Borough Council. EBC Homes Limited has ambitions to develop and provide hundreds of additional affordable rented homes in the years ahead and wishes to build a developing relationship with a new provider of comprehensive residential management services to assist the company with its growth. The company’s aims are socially oriented and renting occupants comprise applicants from the Council’s housing register and those making homelessness applications to the authority. Elmbridge Borough Council seeks the provision of a complete social and affordable housing management service from a professional provider, along with assistance in acquiring property, letting and managerial aspects of affordable housing and dealing with any voids and associated works, as they arise. The current housing portfolio is modest but growing and it is anticipated that future housing provision will come to be focussed on new-build properties for rent.
