II.1.5)Short description of the contract or purchase(s)

The Council has a duty to provide accommodation for statutory homeless families and vulnerable adults and children to whom it has a housing duty or duty of care. As such, the Council is setting up a framework agreement for the procurement and management of settled/long term temporary accommodation. If a contractor is awarded a place on the framework agreement they may be asked to procure and manage settled/long term temporary accommodation for the Council under the terms of a call off contract(s). The properties that the contractor procures will either be owned by the contractors themselves (from existing stock or stock purchased specifically to fulfill a call off contract) or by third parties in the private rented sector. Under the terms of a call off contract, the contractor will arrange for the owners of a properties to lease the properties directly to the Council and they will also provide housing management services for such properties.
Bidders should note that the duration of the call off contracts will range from 4 years to 11 years.

The total value of the framework agreement is estimated to be in the region of GBP 18.5 million to GBP 23.1 million. This total value is a combination of lease payment (which will be paid to the property owners) and management costs (which will be retained by the contractors). The total value of the lease payment element is estimated to be in the region of GBP 14.2 million to GBP 17.7 million and the total value of the management costs is estimated to be in the region of GBP 4.3 million to GBP 5.4 million. However the Council is seeking tenders which offer the most economic advantage in the current challenging climate.

Precise information on deadline(s) for lodging appeals: The council will incorporate a 10 day standstill period at the point of notification of award of the Framework Agreement to bidders. If an appeal to the award of the Framework Agreement has not been satisfactorily resolved the Public Contracts Regulations 2006 provide for the aggrieved party to take action in the High Court.
