The Council is seeking to enter into a contract with a single contracting entity for the provision of a property services contract. The service briefly comprises capital project services, energy and environmental management, estate management, hard facilities management, managed services, management of traveller sites, property records, soft facilities management, support to corporate asset management planning, and valuation service.

Section III: Legal, economic, financial and technical information
Description of particular conditions: Contract performance conditions may relate to social and environmental considerations. The contractor’s technical capability to meet these requirements may also be assessed during the competition and criteria which assess the manner in which the contractor will meet these requirements may also be included within the contract award criteria. Further details will be provided in the prequalification process and invitation to tender documents.

Candidates will be required to answer these questions as part of the qualification process. For candidates who are registered overseas, you will need to declare if you have any offences/misconduct under your own countries laws, where these laws are equivalent to the Regulation 23 lists.
Candidates who have been convicted of any of the offences under Article 45(1) are ineligible and will not be selected to bid, unless there are overriding requirements in the general interest for doing so.
Candidates who are guilty of any of the offences, circumstances or misconduct under Article 45(2) may be excluded from being selected to bid at the discretion of the Authority.
In accordance with Articles 48 to 50 of Directive 2004/18/EC and Regulation 25 of the Public Contracts Regulations 2006 and as set out in the pre-qualification process documentation.

Lincolnshire County Council will be contracting primarily for its own requirements but there is the potential for other authorities within the region to utilise the same contract for the support services contained within this notice for the same duration of the stated intended length. These authorities are:
Lincoln City Council, Newark & Sherwood District Council, Melton Borough Council, Bassetlaw District Council, South Holland District Council, Nottinghamshire County Council, Derbyshire Dales District Council, South Kesteven District Council, West Lindsey District Council, Rutland County Council, Lincolnshire Police, United Lincolnshire Hospitals NHS Trust, University of Lincoln, Lincolnshire Schools and Academies and other public sector bodies within the local area.
