The BBC seeks a supplier to editorialise Programme Metadata produced by BBC Upstream Originators to create a complete, high quality set of Programme Metadata for publication to our TV, Radio and online audiences. Syndication of this Programme Metadata to external third parties is not part of these requirements and will be undertaken according to the BBC’s Distribution Framework and Guidelines with particular attention being paid to prominence, curation and attribution within 3rd party discovery portals. Audience facing Programme Metadata is the main conduit through which our audiences discover BBC content. It is imperative that the Programme Metadata presented to our audiences is clear, consistent, factual, accurate, complete and timely. Programme metadata must be created and curated so that it is suitable to be read by all audiences. Inaccurate, incomplete or missing Programme Metadata has a detrimental effect on our audiences experience and can put at risk the reputation of the BBC.

The publishable Programme Metadata must conform to the BBC’s Editorial Guide to Metadata.The publishable Programme Metadata must also conform with the requirements of Sky, Freeview and Freesat. The supplier will use a BBC provided web tool to access, validate, editorialise, update and curate Programme Metadata. This tool is called the Editorial Production Tool (EPT). Additionally, some Programme Metadata will be received by email for entry into the EPT by the supplier. The initial definition and representative screenshots of the EPT are included within the tender documentation. The BBC also requires the supplier to update and re-edit existing Programme Metadata as instructed by the BBC. These updates will predominantly be controlled and initiated via the EPT. However there will be instances when updates will be communicated directly to the supplier, for example urgent updates or updates required outside of normal business hours. The BBC requires different services for different channels or group of channels. A reference grid setting out which services are required by channel or groups of channels can be found in the tender documentation.

The contract may be extended for 2 periods of up to 12 months, taking it until 31.3.2025 at the latest. The estimated maximum contract value given in this notice includes all possible extensions for the potential 7-year term.

This will move the PQQ /ITT into your ‘My PQQs/ My ITTs’ page. (This is a secure area reserved for your projects only. 2.5 — You can now access any attachments by clicking ‘Buyer Attachments’ in the ‘PQQ/ ITT Details’ box. 3. Responding to the tender: 3.1 — Click ‘My Response’ under ‘PQQ/ ITT Details’, you can choose to ‘Create Response’ or to ‘Decline to Respond’ (please give a reason if declining). 3.2 — You can now use the ‘Messages’ function to communicate with the buyer and seek any clarification. 3.3 — Note the deadline for completion, then follow the on-screen instructions to complete the PQQ/ ITT There may be a mixture of online and offline actions for you to perform (there is detailed online help available). 3.4 — You must then submit your reply using the ‘Submit Response’ button at the top of the page. In the case of technology requirements, the BBC may involve its technology partner (Atos IT Solutions and Services Limited) to assist in the scoping and drafting of invitations to tender and/or the evaluation of tenders. However, the final decision as to which is the most economically advantageous (by reference to the award criteria) will be made by the BBC. The awarding authority reserves the right not to award a contract and to annul the procurement process at any stage. Tenders and all supporting documents must be priced in sterling and all payments will be made in sterling. The contract shall be subject to English law. The awarding authority does not bind itself to accept the lowest, or any tender and reserves the right to accept part of a tender unless the tenderer expressly stipulates otherwise in the tender document. To prevent BBC eTendering portal email alerts from being quarantined by your organisation’s fire wall or spam filter, you are advised to instruct your IT team to accept all emails with a .BravoSolution.co.uk extension (our portal provider) or from help@bravosolution.co.uk.
