Babcock Land Defence Ltd would like to invite industry to attend a Market Engagement and Market Consultation day to be held on 17 November 2020. Due to the ongoing Covid-19 restrictions this industry day will be held virtually.

Babcock Land Defence Ltd wish to engage with industry to explore the automotive electrical assemblies category, including understanding supplier capability, innovation and best practice. This will help inform the development of Babcock’s strategy for future competitions within this space.
Babcock Land Defence Ltd are particularly keen to ensure that all suppliers capable of providing repair services or consumable items within this category consider engaging with this opportunity. The Market Consultation Day will aim to provide more information about how interested suppliers can engage with the MoD and participate in any future tendering process.
This scope of the Electrical industry day intends to cover:
1) Both the provision of repair/remanufacture services and the provision of consumables;
2) Various automotive electrical assemblies and associated items, the scope of which includes but is not limited to:
(a) electrical panels;
(c) electronic components;
(d) heating ventilation and air conditioning;
(g) power supply;
(i) plugs and connectors;
(j) fuel equipment;
(k) special tools and test equipment;
(l) communication systems.
These electrical assemblies/items are fitted to a number of different vehicle fleets currently in service with the MOD. The anticipated scope is platforms covering the spectrum of capabilities including: light wheels, heavy wheels, specialist track, light track, heavy track.
The current electrical consumable portfolio covers approximately 729 NSNs and GBP 3.9 million of annual spend. The current electrical repair portfolio approximations will be published under a separate PIN reference IRM18/6137-The Repair of Various Electrical Assemblies and Associated Items. For the avoidance of doubt both PINs refer to the same industry day.
Note that PIN is not a commitment to these values, and this scope may not be awarded in a single procurement activity, and that any one procurement activity may result in multiple contract awards, pursuant to the strategy developed.

Babcock Land Defence reserve the right to reject requests to attend should it become necessary due to the level of interest and limitations of available technology.
In issuing this PIN and engaging with the market, Babcock Land Defence Limited is not committing to conduct any procurement in relation to either consumable or repair requirements within this category. Equally, nonparticipation in this Market Engagement will not be taken into account in any future procurement activities and will not exclude any organisation from submitting a tender in any future competitions.
It is currently anticipated that any formal procurement relating to the provision of consumables and repair services in the category of various electrical assemblies and associated items in support of the UK MOD’s vehicle fleet will be subject to Defence and Security Public Contract Regulations (DSPCR) 2011 and there may be the potential for elements of the scope to be exempt from the DSPCR 2011.
The contracting authority considers that this scope may be suitable for economic operators that are small or medium enterprises (SMEs) as well as large enterprises. Suppliers interested in working with either the Babcock Land Defence Ltd or the Ministry of Defence should register on the MOD Supplier Information Database (SID) Register, available at www.contracts.mod.uk. The MOD SID is a database of active and potential suppliers available to all MOD and UK Defence procurement personnel, and is the main supplier database of MOD Procurement organisations and their agents.
