The Council invites bidders to respond to this ITT for the provision of the local Healthwatch and the Independent Health Complaints Advocacy Service (IHCAS) for an initial period of 3 years, with provision for a further extension of up to 2 years. The ITT document sets out the Council’s requirements and the selection criteria to be used in the Council’s evaluation of bids and provides information regarding how the procurement process will be managed.
The Council is conducting this procurement using the Light Touch Regime in accordance with the requirements of the Public Contracts Regulations 2015.
The providers of Healthwatch Brighton and Hove and the IHCAS Service will be required to meet all of its statutory and secondary legislation requirements. In particular, the service deliverables as set out in the Specification.
Full information on the requirements of the service are detailed in the Specification.
As noted in section 2 of the Specification, there is a statutory requirement for the Healthwatch element of the service to be delivered by a ‘social enterprise’. The specification provides further detail on this definition.
Bidders may tender as a single organisation to deliver both the Healthwatch and IHCAS services (with the consideration of requirements regarding social enterprise). Alternatively, bidders may submit a single joint bid on behalf of multiple subcontracting organisations. Detail on the arrangements between multiple organisations is requested as part of the tender response, as detailed later in the ITT.
Bidders should consider implications regarding the potential TUPE of employees when completing their responses. In order to receive TUPE information, a completed Non-Disclosure Agreement (NDA) must be submitted via the portal.
