II.2.4)Description of the procurement:
This Contract involves the provision of Self-Storage Units and Warehousing Services to the Scottish Parliament. We require the Contractor to provide high quality Services that provides value for money.
The Off-Site Storage Facility must be within 40 minutes driving time, during typical business hours, from the Scottish Parliament. This is to enable the timely storage and retrieval of items whilst minimising environmental impact.
The Services will be required 52 weeks per year. The Contractor should be aware that the volume of required storage space may fluctuate during the year.
Dissolution usually occurs every 4 years. The next date is expected to be from early April 2021 through to election in May 2021. There is likely to be a requirement for extra storage units during and after dissolution due to MSP local office closures.

III.1.2)Economic and financial standing
The Scottish Parliamentary Corporate Body (SPCB) uses Creditsafe, an independent provider of online business credit reports, to assess the financial standing of bidders. Bidders are encouraged to review their financial performance on Creditsafe and read information about how that data is collected and used prior to submitting a tender. If a bidder does not agree with the credit rating it has been given by Creditsafe it can provide supporting evidence to demonstrate its current position and this will be taken into account when the financial standing is being assessed.
If a bidder is not listed on Creditsafe, for whatever reason, then it may be asked to submit equivalent accounts to enable the required assessment of financial standing to be carried out.
Bidders should have a Creditsafe credit rating of 30 or higher to demonstrate satisfactory financial standing. If a bidder has a lower credit rating score and has the backing of a parent company with a credit rating of 30 or higher, then the provision of a Parent Company Guarantee prior to the award of any contract will be acceptable. If a tenderer has a lower credit rating score and no evidence to support a stable or improved financial standing then the bidder may be rejected.

III.1.3)Technical and professional ability
With reference to ESPD question 4C.1.2: Bidders should demonstrate relevant experience from the last 3 years of delivering a commercial contract for off-site storage services. A simple assertion will not be acceptable as evidence. Any submission that does not demonstrate experience in delivering all of the services will be regarded as a fail and the bid will not be considered any further.
Minimum of one example of delivering the services described in section 2 of the Contract Notice. Failure to provide one example will result in your tender submission being non-compliant and will not be evaluated any further.
III.2.2)Contract performance conditions:
The Off-Site Storage Facility must be within 40 minutes driving time, during typical business hours, from the Scottish Parliament. This is to enable the timely storage and retrieval of items whilst minimising environmental impact.
In order to ensure the highest standards of service quality in this contract the SPCB requires the contractor to take a positive approach to fair work practices.
The Off-site Storage Facility must be available 7 days a week and open from 8:00 am to 6:00 pm on all weekdays as a minimum.
