The Trustees of the Cardiff University Pensions Fund (CUPF) invites tenders for the provision of scheme administration, pension and actuarial and consultancy services (lot 1) and for the provision of investment consultancy services (lot 2) for a period of 3 years from 1.2.2016 with a provision for the contract to be extended for a further periods up to a maximum of 2 years in total on mutually acceptable terms.
Constitution of the Fund.
The scheme is a defined benefit scheme and provides benefits for non-academic staff and some academic staff of the sponsoring employer, Cardiff University. The final salary section of the scheme was closed to new members in 2011 and new employees are enrolled into the new Career Average Revalued Earnings (CARE) section of the scheme. The scheme is governed by a Trust Deed and Rules. Under the Pensions Schemes Act 1993 (as amended) members are contracted out of the State Second Pension (S2P). The Fund is a registered pension scheme for the purposes of the Finance Act 2004. The Trustees are responsible for the administration and investment policy of the Fund.

Bidders should note that they will be required to enter into terms and conditions of contract as set out in the ITT and save for matters of clarification or consistency the University will not negotiate the terms.
Living Wage.
1. Cardiff University, as an employer, is committed to paying all employees not less than the Living Wage, as set annually by the Living Wage Foundation.
2. It is Cardiff University’s preference for the Contractor to pay all employees who are employed by the Contractor to perform services pursuant to this agreement not less than the Living Wage, as set annually by the Living Wage Foundation. The Contractor shall use all reasonable endeavours to accede to this request.
3. If the Contractor sub-contracts all or part of the provision of the Services to a sub-contractor the Contract or shall request that any sub-contractor adheres to Clause 2.
(WA Ref:31572).
Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
— The successful contractor will be expected to work with the University to open up opportunities for SME’s,including enterprises, to bid for 2nd and 3rd tier supply chain opportunities arising from this contract. The successful contractor may also be expected to consider the opportunities to recruit and train long term economically inactive persons as part of the workforce delivering this work.
