Torfaen County Borough Council invites tenders for the provision of a School Based Universal Counselling Service.
The Service will be available to children between the ages of 5 and 18 years (school years 3 to 13) who attend school within the Authority. The Service will be provided on a face to face basis and free of charge to the client at the point of delivery.
The estimated value of the contract is 165 000 GBP per annum.

II.2.4)Description of the procurement:
The Service will be available to children between the ages of 5 and 18 years (school years 3 to 13) who attend school within the Authority. The Service will be provided on a face to face basis and free of charge to the client at the point of delivery.
The estimated value of the contract is 165 000 GBP per annum, however the Authority is faced with increasing demands for budget cuts and are therefore continuingly looking to reduce this cost wherever possible, by introducing efficiencies. In this case, suppliers will be asked to continually look to find innovative ways in delivering a more cost effective service to reduce costs.

III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
Counsellors must be qualified to BACP accreditation or equivalent.
All counselling staff must receive clinical supervision as outlined by the British Association for Counselling and Psychotherapy.
All staff who may come into contact with children or vulnerable adults, must receive appropriate vetting, including but not limited to:
— an enhanced level of vetting checked through the Criminal Records Bureau (‘CRB’) for personnel who will or may be working with children and vulnerable people or for those with access to them through their posts. This will include Proceeds of Crime Act and Protection of Vulnerable Adults requirements. Failure to undertake any such search shall be a fundamental breach of this agreement entitling the Council to terminate this agreement without notice;
— obtaining written consent in the form of Appendix C from all personnel in respect of whom checks with the Criminal Records Bureau are undertaken.
The Supplier will:

— The Children Act 1989 Guidance and Regulations Volume 4;
— School Based Counselling Strategy 2008;
— Extending Entitlement 2002;
— Children and Young People ‘rights to action’ 2002;
— The United Nations Convention on the Rights of the Child;
— Any subsequent legislative/procedures/standards in relation to the care of children and young people;
— The Council’s Children’s Complaints, Comments and Compliments/ Whistle blowing/ Health and Safety/Confidentiality Policies;
— Schools Standards and Organisation (Wales) Act 2013 Part 5 Sections 92 & 93.
