Invest NI, through the Central Procurement Directorate (CPD), wishes to appoint a Contractor who will be responsible for:
— The development of creative concepts and their execution in international market/s as an when required by Invest NI;
— The design and production of promotional material and advertising design, used by the sales team in the international market place to include, but not be limited to, print, electronic and on-line;
— The design and production of digital materials possibly including but not confined to web pages, electronic brochures and apps; multimedia presentations and materials;
— The design, development and production of materials to promote specific sector capabilities in both local and international markets;
— Analysis and advice on media opportunities in international markets;
— Media buying in international markets, as required;
— Compliance with Procurement Control Limits when contracting out any services e.g. printing, animation etc. to ensure value for money;
— Liaison with Invest NI including updates on progress;
— Monitoring, reviewing and feedback on campaigns & activities on an ongoing basis and provide advice on innovative and cost-effective options.
— Ensuring all the work carried out will become the copyright and property of Invest NI.
— Provide completed design projects in Adobe Indesign CS5 format within two weeks of project completion, and at no extra charge to Invest NI.
— Provide high resolution images, graphics and photography files purchased on behalf of Invest NI, within two weeks of project completion, and at no extra charge to Invest NI.

(SC1) Previous Company Experience
Tenderers must demonstrate experience by providing an example(s) (a maximum of three) within the last 3 years (which must include specific dates) of:
— Provision of services that meet the requirements detailed in the tender document.
— Provision of services using graphic design products such as Adobe Indesign CS5.
— Experience such as, but not limited to, design, artwork and print management services for publications and brochures, promotional materials (print and electronic), graphic and exhibition materials, electronic and digital communications with a focus on international audiences.
Media buying in international markets.
Examples provided must have been delivered during the time Tenderer has been in business, and not reflect past experience of personnel, prior to joining the agency.
Experience must be presented in a format that is easily identifiable to the evaluation panel as to what relevant experience the company has. Examples provided must be structured to include:
— project title and brief summary of services provided;
— its relevance to the services required;
— date the assignment commenced and was completed; and
— methodology from initial brief through to the measurable results.
(SC2) Previous Personnel Experience
Tenderers must provide all of the following roles, ensuring that they nominate a named individual per role. Named individuals can be named in more than one role, providing they demonstrate they can meet minimum requirements for each role.
The Tenderer must demonstrate that individuals put forward can meet the following minimum requirements for each position proposed.

Evidence of a minimum of 3 years experience of managing and delivering integrated, multi-channel, marketing and promotional campaigns with an international focus within the last five years, within a corporate and/or business-to-business environment, and dealing with client communications, managing client accounts, delivering projects and campaigns on brief and to an agreed budget and time-scales.
2. Account Executive
Evidence of a minimum of 2 years experience of managing and delivering marketing and promotional campaigns within the last three years, within a corporate and/or business-to-business environment, and dealing with client communications, managing client accounts, delivering projects and campaigns on brief and to an agreed budget and time-scales.
Strategic Direction
3. Strategic Director
Evidence of a minimum of 3 years experience of developing and delivering integrated, multi-channel, strategies for marketing and promotional campaigns with an international focus within the last 5 years.
Design
4. Creative Director / Design Director
Evidence of at least 5 years experience of developing and delivering integrated, multi-channel, design and creative strategies for marketing and promotional campaigns with an international focus within the last 5 years including brand planning and design planning experience.
5. Senior Designer
Evidence of at least 3 years experience of managing and delivering integrated, multi-channel, design and creative projects for the full mix of promotional materials within the last 5 years including experience of print and web design.

VI.4.2)Lodging of appeals
The successful contractor’s performance on the contract will be regularly monitored. Contractors not delivering on contract requirements is a serious matter. It means the public purse is not getting what it is paying for. If a contractor fails to reach satisfactory levels of contract performance they will be given a specified time to improve. If, after the specified time, they still fail to reach satisfactory levels of contract performance, the matter will be escalated to senior management in Central Procurement Directorate for further action. If this occurs and their performance still does not improve to satisfactory levels within the specified period, it may be regarded as an act of grave professional misconduct and they may be issued with a Certificate of Unsatisfactory Performance and the contract may be terminated. The issue of a Certificate of Unsatisfactory Performance will result in the contractor being excluded from all procurement competitions being undertaken by Centres of Procurement Expertise on behalf of bodies covered by the Northern Ireland Procurement Policy for a period of twelve months from the date of issue of the certificate.
