The College would like to develop subcontract arrangements for Apprenticeship provision for 16-18 and or 19-24 in the Solihull and Birmingham areas. Suppliers are required to work in partnership with the College to develop and deliver engaging programmes to complement and enhance the current delivery and respond to regional and local employment and skills needs.
Applications from experienced Apprenticeship providers or experienced training providers who are interested in developing Apprenticeship programmes are welcomed.
To ensure no opportunities are missed proposals may be submitted for any / all curriculum area’s.
Tender presentations shall be used to determine the fit of subsequent proposals to College requirements.
Contract duration is dependant on proposals, success rates and available funding. As guide (subject to conditions above) any contract(s) would be for 2012/2013 delivery and may be extended for up to 5 years (max) with annual review. Details of suppliers passing PQQ evaluation will be held for a period of one year should any future opportunities arise. Additional advertising may also be used to ensure opportunities are opened up to other suppliers while removing the need for ‘qualified’ suppliers to reapply.
As a Part B service EU regulatory timeframes do not apply to this process.

Information and formalities necessary for evaluating if the requirements are met: (1) Candidates must comply with the requirements of both Regulations 23(1) and 23(4) of the Public Contracts Regulations 2006.
All conditions are detailed within the Pre-Qualification documents.
III.2.2)Economic and financial ability
Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to provide a reference from their bank.
(2) All candidates failing to provide evidence of the mandatory minimum insurances (detailed below) or written confirmation that the required Cover can and will be obtained prior to contract award will be excluded.
(a) Employers Liability 10 000 000 GBP per incidence or occurance.
(b) Public Liability 10 000 000 GBP per incidence or occurance.
(c) Professional Indemnity 3 000 000 GBP per incidence or occurance.
(3) Candidates may be required to provide statements of the cash flow forecast(s) for the current year and bank letter(s) outlining the current Cash and credit position.
(4) Electronic copies of 3 years audited accounts for all companies or ultimate holding / parent companies will be required.
(5) The College reserves the right to access and use as part of the assessment any financial information held in the public domain (Companies House or Credit Rating Agencies i.e. Dunn & Bradstreet).

Information and formalities necessary for evaluating if the requirements are met:
(1) A statement of the candidate’s average annual number of staff and managerial staff over the previous 3 years.
(2) Details of the educational and professional qualifications of their managerial staff; and those of the person(s) who would be responsible for Providing the services or carrying out the work or works under the contract.
(3) A statement of any proportion of the contract which the [candidate] intends to subcontract to another person.
(4) Candidates proposing to sub-contract any part of the services (other than on an exceptional basis) will be excluded.
(5) Candidates will be required to provide confirmation of a [candidates] Health and Safety at Work statement as required by the Health & Safety at Work Act 1974 and Management of Health and Safety at Work Regulations 1999.
(6) Confirmation of a Quality Management System conforming to BS EN ISO 9001 or equivalent will be required.
(7) Confirmation that as an employer the candidate complies with its statutory obligations under the Equality Act 2010 and all other applicable Guidance, codes, legislation and regulations.
(8) Electronic signed copies of Health and Safety, Equal Opportunities and Diversity and Quality Management Policies will be required for due diligence purposes on USB stick in PDF or Microsoft Office compatible format.

Estimated timing for further notices to be published: The College has an ongoing requirement to source and develop subcontract partners to provide 16-18 Apprenticeship progamme(s). The College will not restrict the curriculum base to ensure all opportunities are explored to deliver best value. Ongoing adverts will be posted as and when the College identifies a need and an opportunity for funding.

This contract falls under Part B of the regulations so EU timeframes do not apply.
The College reserves the right not to issue documentation to requests received after 16.5.2012.
The deadline for completed submissions is 10:00 hours on 21.5.2012. Applications received after that date will not be considered for this round of assessments.
If shortlisted you will be required to deliver a one hour tender presentation. It is a mandatory requirement that if shortlisted you attend the presentation date of Tuesday 12 June between 9:00 and 13:00 hours – exact timings to be confirmed. No further dates will be made available during this round of assessment. Failure to attend will result in the withdrawal of your bid for this round of assessment.
