The Office of the Police and Crime Commissioner for Greater Manchester is establishing a contract for the provision of Building Management System Maintenance Service.
The contractor(s) shall be responsible for the scheduled servicing and day-to-day support of building management system across the entire GMP estate, which currently comprises of approximately 35 sites. The contractor(s) shall also be responsible for the installation of new components and equipment associated with any remedial work emanating from the maintenance regime. GMPs privately financed buildings (PFI) that are not included in the above may also subsequently utilise this arrangement, with the joint agreement of the PFI provider and GMP.
GMP currently spend in the region of GBP50000 per annum on these services,

The contract is proposed to run for 2 years, with options to extend for a period of up to a further 3 years.
Any contract awarded may also be open to each forces PFI (Private Finance Initiative) Provider should that option offer best value to the force, therefore any successful Economic Operator must understand and accept that their prices/rates may be shared with the PFI Provider to allow an assessment to be made in relation to achieving Best Value. NB the indicative GMP spend (GBP 50 000 per annum) does not take into account any expenditure on PFI premises.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: The Authority will incorporate a minimum 10 working day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have two working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested through the Bluelight e-Procurement system. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the settling aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages.
