The requirement is split into 2 parts as follows:
Part one. A single HE provider to reaccredit the existing three Artificer training streams to an appropriate standard, with named pathways for each of the three engineering disciplines. The resultant accreditation is desired to achieve a level similar to that currently awarded in science or engineering although, as a minimum requirement, a level 5 qualification to foundation degree must be realised. Ultimately, it must allow all artificers to be able to apply for professional registration as incorporated engineers with the Engineering Council. The full accreditation must be in place by no later than 1.6.2012 in order to provide the resultant single award to artificers on completion of their artificer course which is likely to be 18-21 months later.
Part two. As a result of the work carried out under part one, the HE provider is required to provide each individual student with the award for their qualification following the successful completion of their artificer course which is likely to last for 18-21 months from April 2012.
Tenderers will be required to hold relevant examination and qualification award status and be able to provide the basis for all students to continue their training to gain a full Bachelor’s degree in science or engineering.
The MOD has migrated to a purchase to payment (P2P) System operating over the Defence Electronic Commerce Service. All companies must confirm that they are able or willing to trade via P2P in their expressions of interest. Potential suppliers with experience of delivering the aforementioned services should submit an expression of interest in writing, including evidence of previous experience by 11.1.2012. The Authority may not consider late or incomplete expressions of interest. The Authority may undertake a pre-qualification exercise for this requirement following expressions of interest and only those companies that can demonstrate a sufficient level of competence against the Authority’s pre-qualification criteria will be invited to tender for the requirement. The award criteria for bids will be based upon the most economically advantageous tender evaluated by the Authority, including cost/price to the Authority and technical compliance.

Section III: Legal, economic, financial and technical information
(b) The presentation of balance-sheets or extracts from the balance-sheets, where publication of the balance-sheet is required under the law of the country in which the economic operator is established;
(c) A statement of the undertaking’s overall turnover and, where appropriate, of turnover in the area covered by the contract for a maximum of the last 3 financial years available, depending on the date on which the undertaking was set up or the economic operator started trading, as far as the information on these turnovers is available.
(a) A list of the works carried out over the past 5 years, accompanied by certificates of satisfactory execution for the most important works. These certificates shall indicate the value, date and site of the works and shall specify whether they were carried out according to the rules of the trade and properly completed. Where appropriate, the competent authority shall submit these certificates to the contracting authority direct;
(b) A list of the principal deliveries effected or the main services provided in the past three years, with the sums, dates and recipients, whether public or private, involved. Evidence of delivery and services provided shall be given:
— Where the recipient was a contracting authority, in the form of certificates issued or countersigned by the competent authority,
— Where the recipient was a private purchaser, by the purchaser’s certification or, failing this, simply by a declaration by the economic operator.
(c) An indication of the technicians or technical bodies involved, whether or not belonging directly to the economic operator’s undertaking, especially those responsible for quality control and, in the case of public works contracts, those upon whom the contractor can call in order to carry out the work;
(d) A description of the technical facilities and measures used by the supplier or service provider for ensuring quality and the undertaking’s study and research facilities;
(f) The educational and professional qualifications of the service provider or contractor and/or those of the undertaking’s managerial staff and, in particular, those of the person or persons responsible for providing the services or managing the work.
A PQQ may be used for evaluation purposes to down-select to a tender panel. All information identified in Sections III.2.2 and III.2.3 will be required at the PQQ stage.
Reference to the relevant law, regulation or administrative provision: Provider must be a Higher Education provider, able to accredit up to BSc level in a science or engineering discipline.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
