Framework Agreement for the Provision of an Independent Assessor and Therapy Service
There are 15 assessment and therapy areas which Providers have the opportunity to tender for.
Caerphilly County Borough Council wishes to engage with suitably experienced organisations/individuals to implement a Framework Agreement for the provision of an Independent Assessor and Therapy Service.
The role of an Independent Assessor is to be separate from the Local Authority and impartial, clear and analytical, and may be engaged before, as a result of, or following Court Proceedings regarding Child Welfare and/or Protection.
There are 15 assessment and therapy areas which Providers have the opportunity to tender for. The Provider undertaking any work directly with children will ensure that interventions are child-focused, bespoke and fit-for-purpose. The level and intensity of intervention should be appropriate to the needs of the child and young person and the Purchaser.
This framework is intended to support the Purchaser in making judgements and assessments in relation to children and young people who are either in Need or Looked After and to support children and young people to understand and get further help for the behavioural and emotional issues they face.

SECTION IV: Administrative Information
The tender process will follow an open procedure which includes a Selection Stage and an Award Stage.
Selection Stage – Tenderers will be required to pass all Essential Criteria and score a minimum of 5 out of 10 for each of the Capability (Skills & Qualifications) questions answered, to progress to Award Stage. The questions are based on the 15 assessment and therapy areas. Tenderers do not however, have to apply for every assessment area.
Award Stage – (made up of 20% price and 80% quality) – tenderers will have to score a minimum of 5 marks out of 10 for each question, in order to be accepted on to the framework.
If placed on to the framework, there is no guarantee of business, however when/if a requirement transpires, the Purchaser will consult the framework agreement and invite the Provider ranked number 1 (for the relevant assessment or therapy area) to provide the required work. (Conditions & caveats apply).
If the Provider is unable to fulfil the requirements then the Purchaser will go to the Provider ranked second and so on, until they find a Provider who can deliver the work.
The tender process for this arrangement will be undertaken by an Electronic Tendering process. All potential providers must follow the guidance attached to this advert to register on the system being used (Proactis Plaza). [For attachment, please see Notice Resources at the bottom of this notice].

1. Once you have logged on you will enter the Supplier Home page.
