Provision of an Information Management System
The Commissioner is looking to procure a new Information Management System to include management of enquiries, complaints, investigations and inquiries and management of all documents and records, excluding HR documentation, created or received by the Commissioner.
1. The Welsh Language Commissioner (Commissioner) is an independent organization created by the Welsh Language (Wales) Measure 2011. The principal aim of the Commissioner is to promote and facilitate use of the Welsh language. This will entail raising awareness of the official status of the Welsh language in Wales and by imposing standards on organisations. This, in turn, will lead to the establishment of rights for Welsh speakers.
2. Two principles underpin the Commissioner’s work:
In Wales, the Welsh language should be treated no less favourably than the English language;
Persons in Wales should be able to live their lives through the medium of the Welsh language if they choose to do so.
3. The Commissioner is looking to procure a new Information Management System to include management of enquiries, complaints, investigations and inquiries and management of all documents and records, excluding HR documentation, created or received by the Commissioner. The system will enable the Commissioner’s officials to work through the medium of Welsh. The system will also track the progress of all forms of contact that the Commissioner has with public organizations and members of the public, and assign tasks to the Commissioner’s officials as well as setting targets and reminders around key dates.

SECTION IV: Administrative Information
Tenders to be submitted by 12 noon, 16 November 2012. The Commissioner will use the responses to the Selection Criteria in the specification to identify tenderers with which it would be acceptable to form a contract.
Tenderers who pass the Selection Criteria will be assessed on their responses to the Award Criteria set out in the specification. A maximum of 6 tenderers will be interviewed by the Commissioner, based on the scores from the award criteria. Interviews will be held at the Commissioner’s office in Cardiff on 27 November 2012.
