Dorset County Council is inviting tenders for the provision of an online hosted facility for the electronic processing of applications for the Disclosure and Barring Service for Enhanced DBS checks for regulated activity, Enhanced DBS checks, Standard DBS checks, DBS Adult First Checks, and External Identity Validation checks. In addition, it would be desirable but not essential for the on-line facility to be able to process applications for Basic Checks through Disclosure Scotland (or through the DBS if Basic Checks become available through DBS in the future).

II.2.1)Total quantity or scope:

The Council provides services to the community throughout the County of Dorset. Such services operate from a large number of different locally based offices and establishments including schools. Many such services involve direct work with children and other vulnerable groups.
The Council has approximately 21,000 separate employed positions across all of its services, plus a number of volunteer or contractor positions which require DBS checks. The Council also operates as an umbrella body providing DBS clearance service to volunteer agencies or charities and other external customers. At present the Council operates a policy of three yearly rechecking of employees.
The total number of DBS clearances processed in 2011/2012 was 7300. On the basis of current information it is anticipated that this level of demand will continue but the number of applications processed may be subject to fluctuation due to organisational change policy decisions arising from national changes to disclosure and barring eligibility criteria and the spread of applications may not be uniform across any period. There may be future fluctuations arising from the planned introduction of the update service.
Criteria: It is the criteria of the Contract for the Contractor to be registered as an e-broker with the Disclosure and Barring Service (DBS) and be Ministry of Justice compliant with ISO27001. Evidence of said registration and compliance to be submitted with Tender; the Council shall not award the Contract with a Contractor that this neither registered or compliant, nor is able to provide evidence of registration or compliance.
Scope and Duration of Contract: The Contract to commence on 1.9.2013 and expire 31.8.2016 (3 years) with provision to extend up to 4 years in yearly breakpoints, subject to satisfactory performance. This equates to a potential contract period of 7 yrs (3yrs + 1yr + 1yr + 1yr + 1yr).
Estimated Value of Contract: The estimated potential contract value of 154,000 GBP. It is anticipated the level of demand for clearances will continue, as stated in the Tender specification, but it is subject to fluctuation therefore this estimated potential value can only be given as guidance only.
Closing Date for Submitted Bids: Tenderers are required to submit Tender Bid within the e-tender system by 14:00 hrs / 2.00 pm on Wednesday 19.6.2013.
