RMG wishes to appoint a bank that is a member of UK CHAPS clearing to provide banking services to support its Accounts Payable, Accounts Receivable, HR Services, Pensions and Treasury functions. The banking services will include (but are not limited to) BACS payments and receipts, Direct Debits, UK and overseas same day and future dated payments, cheque and cash receipts and payments. Sterling and foreign currency bank accounts are used to manage these activities. RMG intends to award a Framework Agreement to one provider under which RMG may call off various banking services as and when required. Such services will be specified in a schedule to the agreement. For the avoidance of doubt, this Framework Agreement will not cover any banking services required by Post Office Ltd.

Precise quantities are unknown. Based on RMG’s spend on banking services in the last financial year, the contract value may be approximately £250,000 per annum (VAT exempt). However, this is a Framework.
Agreement, under which banking services will be called off as and when required; no minimum guaranteed volumes will be specified. The value will be to such level as those purchasing under the Framework Agreement consider necessary to provide suitable services. An indicative contract value range is indicated below (based on spend in the last financial year), assuming the 3 year Framework Agreement is extended to the full 5 years. The scope of the contract is as described in II.1.5 above.

Description of these options: The initial term of the framework agreement will be 3 years. RMG reserves the right to extend the framework agreement for a maximum further period of 2 years (such option being exercisable at RMG’s sole discretion), giving the framework agreement a maximum term of 5 years. Any extension is likely to be awarded in tranches of 12 or 24 months (i.e. 3+1+1 or 3+2).

RMG wishes to award the framework agreement to one provider, but that provider may propose the use of named sub-contractors to carry out specifically identified services, and RMG will evaluate any such tender according to the criteria. Applicants are referred to the PQQ criteria regarding the requirement for a bank that is a member of UK CHAPS clearing.

Information and formalities necessary for evaluating if the requirements are met: All respondents to this notice will be required to complete a pre-qualification questionnaire (PQQ) located on RMG’s SAP e-sourcing portal. Details of how to access this PQQ are available from section VI.3 below. PQQs must be completed online and returned to RMG by 15.00 BST on 3rd May 2012. It is important that applicants express an interest promptly in order to give sufficient time for them to be registered on the system and complete the PQQ before the closing date. Any interested organisation must be a member of UK CHAPS clearing in order to be considered at the initial stage.

1. Expression of Interest – please ensure that you submit an expression of interest promptly so that your details can be populated in the RMG electronic sourcing system (E-Sourcing). This is a necessary first step in order for you to be able to respond to the PQQ.
2. To formally submit an EOI you must firstly download the Applicant Details Spreadsheet (Excel file) located on the RMG website at:

3. The Applicant Details Spreadsheet should be completed with the details of your organisation. The spreadsheet format should not be amended in any way. Mandatory information required is: organisation name; contact telephone number for your organisation; first name of the person who will complete the PQQ; surname of the person who will complete the PQQ; contact number for the person who will complete the PQQ; and the email address of the person who will complete the PQQ. Please also complete as much of the non-mandatory information as possible.
4. Following completion of your Applicant Details Spreadsheet, please email the spreadsheet to the person named in section I.1.
5. You will THEN be sent information on how to access the PQQ. The PQQ will be managed using the ESourcing system.
6. The PQQ is accessed via E-Sourcing. You will need to receive 2 emails in order to participate. Once you have submitted your completed Applicant Details Spreadsheet you will be provided with your FIRST email (within 48 hours Monday – Friday) which is a log on to E-Sourcing. These log on details will arrive via and headed Royal Mail Group RFX. Please do not email this site unless instructed to do so. On receipt of your log on information you will then be sent a SECOND email (within 24 hours Monday –

Friday) from or RMG, inviting you to participate in the PQQ. It is at this point that you will be able to fully access the PQQ and start to complete it.
