The London Borough of Enfield (“the Authority”) is inviting Expressions of Interest from suitably experienced and capable organisations to tender for the provision of Bulk Printing and preparation for Mailing/Mailing Services for Council Tax, National Non Domestic Rates and Benefits notifications, and the purchasing and storage of envelopes and stationery in connection with this function. The Authority may permit Enfield Homes, the Authority’s arms length management organisation, to utilise any contract entered into by the Authority.
The duration of the contract will be for an initial period of twenty seven months and six days, commencing on 1.10.2013 until 6.1.2016 with an option to extend for a further period of twenty four months in twelve month increments subject to the agreement of both parties.
Part of the work relating to the contract involves Department of Work and Pensions data. Work relating to the contract must be Government Connect Secure Extranet (GCSX) compliant and take place within the UK, as the Government prohibits this information from leaving the Country. Secure personalised printing to Associate on Payment Clearing (APAC) standard must be provided for all bank stationery (bills,cheques,stubs etc) to the satisfaction of the Authority.
The Authority has circa 120 000 domestic properties, 7 000 business premises and a live benefit caseload of 36 000. The contract would include main billing which occurs shortly prior to the commencement of each financial year within the contract period. During this time substantial volumes of documents would need to be produced and posted within tight timescales.

Current indicative volumes of stationery/envelopes used are.
— Printing circa 4 000 000 sides, 2 000 000 sheets A4 paper per annum,
— circa 1 800 000 sides, 900 000 sheets A4 main billing,
— Envelopes circa 750 000 assorted size envelopes per annum,
— Circa 250 000 assorted size envelopes main billing,
— Storage circa 150 000 A4 sheets day to day,
— Circa 950 000 A4 sheets main billing,
— Circa 10 000 each type of envelope,
— Circa 250 000 envelopes main billing,
— Circa 175 000 inserts for billing day to day,
— Circa 500 000 inserts for main billing.
Whilst the volumes indicated reflect current usage, due to the fluctuating nature of ongoing Welfare reforms, it is not be possible to guarantee volumes for the duration of the contract.
Estimated value of contract would be circa £250 000 per annum for the current scope which is included within the short description.
