Description

Leicester City Council wishes to appoint ONE service provider (or a consortia) to provide an accessible and effective integrated service centre for the provision of Generalist/Specialist Advice services to meet an on-going demand to support the people of Leicester to solve their problems in priority areas of social welfare law at every level from signposting, advice and information, generalist help/advice, generalist help/advice with casework and specialist advice services including representation at court and tribunal.

The provision of generalist advice will include welfare benefits, debt, housing, employment and immigration.

The specialist representation will include welfare benefits, debt, housing and employment at a level where very detailed knowledge of the law and case law is required. This means specialist casework will involve litigation and/or representation at court and tribunal hearings as described for the Community Legal Service Commission Specialist Quality Mark (SQM).

The service provider will be expected to hold both the Generalist Help/Advice (Quality Mark) and Specialist Quality Mark (SQM) in accordance with the required guidelines. The service will be delivered from a city centre location as well as there will be provision of outreach services in local communities.

The contract is for 3 years with an option to extend for a further +1 +1 years.
