Section III: Legal, economic, financial and technical information

Information required for inclusion in the tender requirements stated as mandatory must be met before the remaining aspects of this prequalification questionnaire will be scored. Inability to meet mandatory requirements will result in exclusion.
Mandatory eligibility criteria for inclusion into this exercise:-
Previous experience of a) collaborating with HE university organisations to deliver medical educational programmes to Higher Education (HE) institutions and b) demonstratrable success in receiving European Accreditation Council of Continuing Medical Education (EACCME) from UEMS for both live and distance learning events. Evidence would include a) reference and contact site details from two other HE institutions where work has been recently performed (Note: if references are taken up and do not relate specifically to the type of service required, they will be excluded) and b) CV of nominated contract manager showing appropriate experience attached separately.
Provide copies of the CV’s of the individual who, in the event of a successful tender, will lead the team and be responsible for overseeing the team’s work and also povide copies of the CV’s of each member of the team. The team leader and each member of the team must as a minimum demonstrate experience in delivering materials for Continuing Medical Education (CME) programmes.
Copy certification for (or written undertaking to provide) Professional Indemnity insurance of at least GBP 2M. Tenderer must be able to demonstrate that all subcontractors used will also hold Professional Indemnity insurance, as a minimum, GBP 1M.
Section IV: Procedure
Justification for the choice of accelerated procedure: The University is required to complete the Project by the end of 2013. Having just been awarded the grant funding, the University now urgently needs to engage a commercial partner to begin developing a series of website based lectures, educational programs, forums and discussions to support the delivery of the Project. The timescales for delivery of the Project mean that it is impractical to comply with the longer procurement timescales for using a restricted OJEU procedure and the University is therefore using the accelerated timescales provided for in Regulation 16 of The Public Contracts (Scotland) Regulations 2012.
The most economically advantageous tender in terms of the criteria stated below
1. Ability to meet mandatory requirements including the technical ability to carry out a service ensuring legislative compliance, auditability, and maintain quality levels.. Weighting 40

Section VI: Complementary information
Postbox Security: Postbox submissions cannot be accessed by anyone, including Millstream, (the provider of the Public Contracts Scotland system) until the deadline.
Suppliers should note that when asked to complete a tender document, the document must be submitted in the file type in which it was issued (Word, Excel etc.). Files of any alternative type may only be used where documents are for attachment, rather than completion.
Freedom of Information
The Freedom of Information (Scotland) Act 2002, which came into force on 1.1.2005, designates University of Glasgow as a Scottish public authority and therefore subject to the provisions and obligations in that Act. This means that any person who makes a valid request for information held by University of Glasgow will be entitled to receive it, unless all or part of that information can be withheld by virtue of the exemptions in that Act.
As part of our responsibility under the Act, University of Glasgow may be required to disclose any information held relating to your response to anyone who makes a request under that Act. Such information may only be withheld if it meets one or more of the exemptions or conditions in that Act. Even if an exemption is available University of Glasgow may nevertheless disclose requested information. Information held cannot simply be classified as “confidential” or “commercial in confidence” to enable it to be protected from disclosure.
