Blackpool Council are looking to appoint a single supplier to carry out periodic inspection and testing of electrical installations (fixed wiring testing) – lot 1 and a single supplier to carry out portable appliance testing of the Councils electrical equipment – lot 2.
LOT 1 (Fixed Wire Testing)
It shall be the duty of the Contractor to carry out the electrical testing and provide an Electrical Installation Condition Report in accordance with the latest edition of BS7671 on council buildings, schools and various other properties.
The contractor shall be fully enrolled on the National Inspection Council for Electrical Installation Contracting (NICEIC).
Scope of Works/Services
The Contractor shall carry out the full electrical testing on all circuits and complete an Electrical Installation Condition Report for all scheduled properties, this will include:
1) Full visual inspection of the installation for safety and suitability.
2) Fully completed EICR for each property.
3) Report on general overview of installation.
4) Providing a printed circuit schedule at each distribution board
5) Provide and fix labels for each distribution board, which identify the board and where it is supplied from.
The Contract will be awarded for 30 months expiring on 3st March 2016 with a possible one year extension subject to conditions.

1)Short description

LOT 1 (Fixed Wire Testing)
It shall be the duty of the Contractor to carry out the full Electrical Installation Condition Report in accordance with the latest edition of BS7671 on council buildings, schools and various other properties.
The contractor shall be fully enrolled on the National Inspection Council for Electrical Installation Contracting (NICEIC).
Scope of Works/Services
The Contractor shall carry out the full electrical testing on all circuits and complete an Electrical Installation Condition Report for all scheduled properties, this will include:
1) Full visual inspection of the installation for safety and suitability.
2) Fully completed EICR for each property.
3) Report on general overview of installation.
4) Providing a printed circuit schedule at each distribution board
5) Provide and fix traffolite labels for each distribution board, which identify the board and where it is supplied from.
6) A thermal imaging report for all distribution boards.
Testing shall consist of 100% of all circuits, and any limitations to the testing shall be agreed with the contractor administrator.
The testing shall be carried out in accordance with BS 7671:2008 including latest amendments and the latest revision of The IEE Guidance Note 3 Inspection and Testing.
The contractor shall allow for disconnection and reconnection of all items of equipment connected to the final circuits and items of fixed equipment to allow for testing.
A number of the properties will be managed by Blackpool Coastal Housing (BCH) and these will require separate invoicing to BCH, no additional costs will be allowed for this.
It is anticipated that there are 300 – 400 Council properties that require testing over a 5 year period however these volumes may be subject to increase or decrease.

Specific details of equipment contained therein will not be supplied. It is estimated, but not confirmed, that there is in the order of 80,000 (approximately 15%-20% are fixed appliances) items of electrical equipment within the area however these volumes may be subject to increase or decrease.
Scope of Works/Services
The scope of work comprises the following:-
(a) Periodic testing of all portable Class 1 appliances every year.
(b) Periodic testing of all portable Class 2 appliances every two years.
(c) Periodic testing of all fixed appliances every year.
