Slough Borough Council is continuing to develop innovative ways of delivering local services to vulnerable adults that enables them to maximise independence and choices over their lives.
The next stage is to integrate our current Floating Support provision, to meet individual needs through flexible, individualised and innovative approaches.
Tenders are invited from organisations with proven experience of providing housing related floating support for vulnerable people. The organisations should be capable of providing varying levels of support, either for the short or long term, working in partnership with other agencies as required.
The range of client groups will include older people, people with learning disabilities and people with mental health problems, single homeless and people with chaotic needs.
The core aim of the service is to help service users to (re)learn and maintain independence skills. This includes skills relating to preventing homelessness, supporting vulnerable families, setting up and maintaining a home, accessing leisure opportunities, establishing positive family and friendship networks, and where appropriate finding voluntary or paid employment.
The tender process will be undertaken by an open procedure, under Part B Regulations. Within the tender process there will opportunities to bid for short or long term needs, or both. In order to ensure that the specialist needs of all service users are met, the tender is open to consortia, specialist providers, sub contracting arrangements etc. The Council reserves the right to appoint more than one Provider. It is anticipated that there will be TUPE implications in respect of this tender.
A Specification has been developed and is provided with the Invitation to Tender (ITT) document on the South East Business Portal. Tenders should be prepared by downloading (from https://www.businessportal.southeastiep.gov.uk
), completing and returning the ITT and supporting documentation in the required form and by the due time / date.
The closing time / date for completed documentation to be received by the Council is 12.00 noon Thursday 8th March 2012. Any ITT’s received by the Council after that time will not be considered.
