The Council has assumed new duties under the Flood and Water Management Act 2010 requiring the development of a Local Flood Risk Management Strategy, the possible introduction of Sustainable Urban Drainage to new developments for adoption and development of the relevant sections of the Act. This in addition to exsisting responsibilities as the local planning authority.
Work Range:
> Advice on third party development drainage submissions e.g. Flood Risk Assessments (Section 38 Developments) including  layout of SuDS as potentially required by the Flood and Water Management Act 2010.
> Flood incident investigation, consenting and enforcement issues.
> Development of possible small  schemes to reduce or mitigate flood risk
> Asset management
>Development of the St.Helens Local Flood Risk Management Strategy and contibute to the preperation of Strategic Flood Risk assessment level two.
Many of these schemes may require specialist engineering input to assist internal staff.  The Council are therefore looking to establish a consultancy call off arrangement for Flood Risk Management.
Areas of Work:
> Develop the Authority’s Local Flood Risk Management Strategy, required as part of the implementation of the Flood and Water Management Act 2010
> Undertake flood risk studies; contribute to the development of the Authority’s Drainage and Flood Risk Strategies.

> Assist with the determination of planning and road construction consent applications with respect to drainage and SuDS management.
> Flood risk project and resilience design, contract documents, site supervision and CDM
> Investigation into the cause and possible solution of flooding events
> Specialist flood modelling
> Flood risk asset management – register, data collection hardware/software provision, field survey and inspection compatible with Environment Agency systems
The duration of the contract will be for a two year period, with the potential for a one-year extension subject to review.
