Halton Borough Council, on behalf of Halton Clinical Commissioning Group (CCG), are pleased to share this opportunity to tender to deliver a service for the provision of a Halton-wide community psychological therapies service, including IAPT.
The CCG is interested in hearing from suitably qualified and experienced organisations who have the ability to provide support to patients experiencing common mental health problems, including those who also have substance misuse problems, learning disabilities, long-term conditions and/or medically unexplained. The tender process is concerned with Step 2 and Step 3 psychological therapies provision, which will also include screening/assessment, prevention, physical wellbeing and counselling.
The Halton Primary Care Mental Health Service will facilitate clinical, and where necessary, risk assessments for people who are suffering mild to moderate mental health problems. Following assessment, the Service will provide brief to medium term interventions in accordance with Steps 2 and 3 of the NICE guidance, and using a range of psychological therapies and/or signposting on to other services, where appropriate.

The service will include prevention (such as brief interventions), accredited counselling and physical health wellbeing (physical health checks).

The service will also establish strong links with local employment support organisations (including Job Centre Plus), particularly to support those in work and struggling with a mental condition, and for those seeking work with such a condition.

Criteria – The service includes all adults over the age of 18 years who are registered with a Halton GP, or resident in Halton.

Accommodation – It is expected that the current venues will continue to host community clinics. Details of accommodation costs have been provided, so that they may be included as part of the tendered price.

Contract period – 3 years, plus an option to extend for two further periods of 12 months.

TUPE will apply to this service.
