The Traffic Management Act 2004 made it a duty to coordinate all activities on the highway network. To enable Highway Authorities to discharge this function, “notices” are presently required to be sent to our statutorily held Street Works Register (SWR). The quality of the data sent to the SWR is crucial to enable effective coordination, and to improve the quality of this data nationally and to avoid the only other method of penalising promoters (through the courts) Fixed Penalty Notices (FPN) were introduced in 2007 for set misdemeanours. FPN’s could be issued to promoters for giving inaccurate/untimely/misleading or incomplete information, or not allowing the Highway Authorities to undertake their duties. In 2010, Dorset adopted a Fixed Penalty Notice Scheme.
Dorset is also exploring a possible Permit Scheme to give them greater control of the highway network, and consultancy support will be required in developing and implementing a Permit Scheme in Dorset.
Dorset County Council; is seeking a single provider for the provision of the following services in respect of each of the following Tender Lots:
Lot 1 – Notice Infringement and Fixed Penalty Notice Support.
Lot 2 – Permit Scheme Consultancy Services.
Contract Value.
The estimated value of the contract(s) is 204 000 GBP based on 3 years. This figure is given in guidance only and the Council cannot guarantee that this value of business will be generated during the period of the Contract.
Contract Duration.
The period of the Contract(s) will be for 3 years with provision to extend for a further 2 years, on a year by year basis, subject to satisfactory performance. This is a potential contract for a period of up to 5 years.
