The Borough of Sandwell borders the City of Birmingham to the east, the Metropolitan Borough of Dudley to the south and west, the Metropolitan Borough of Walsall to the north, and the City of Wolverhampton to the north west. Sandwell is made up of six towns. Oldbury, Rowley Regis, Smethwick, Tipton, Wednesbury and West Bromwich.
The Council is seeking to establish a framework agreement for the provision of passenger transport services within the Borough of Sandwell for adults, children and those with an identified requirement as specified within this document for the period 1.9.2012 to 31.8.2013 with the option to extend any agreement for a further period of 1 year until 31.8.2014.
The scope of this framework agreement includes:
Home to school transport for children with special educational needs.
Post 16 pupil transport for students with additional needs.
Transport for older people.
Transport for looked after children.
Transport for people with additional needs.
Transport for other vulnerable people.
The main aim of this framework agreement is to provide an efficient reliable transport and value for money service for school children and adults with additional needs from their place of residence to the schools and/or day care services and other establishments predominately within the Sandwell area although some out of borough provision is required.
The Council wishes to appoint a contractor or contractors to provide these services on the Councils behalf with the aim of:
Providing a safe and reliable transport service.
Developing a thorough understanding of the Councils requirements for passenger transport services.
Introducing greater consistency and control for the provision of passenger transport services.
Improving the efficiency of the procedures and processes by which the Council request and pays for passenger transport services and achieving best value.
