The strategic aim of Devon County Council, in line with the Government Agenda, is to offer every eligible service user a Personal Care Budget with the majority being delivered via a Direct Payment. Approximately 1900 people, 15% of Devon’s total service-user community, are currently in receipt of a direct payment with a target to at least triple the amount of people taking up a direct payment by April 2013. A project has commenced to encourage an increased take up of direct payments. Service user and staff consultation cited the introduction of a pre-paid card as being a major benefit to the attractiveness of a direct payment.
 
Devon County Council (DCC) is inviting responses from tenderers for the provision of prepaid cards (1000 initially, increasing in line with service user take up targets as above). Devon County Council wishes to engage with a Contractor who can provide a ICT solution which allows DCC to transfer funds directly from the Council’s bank account to the pre paid card. The award of this contract is based on the supply of a technical solution which will enable the loading, cancellation and retrieval of funds due back to the Council.
