PROVISION OF RETAIL PLANNING ADVICE – EXPRESSIONS OF INTEREST
The Council is seeking expressions of interest from suitably qualified contractors experienced in the provision of retail planning advice. The Council is anticipating the receipt of a number of planning applications for retail development over the next 12 months and this contract will provide support in respect of these applications. The total value of the works over the period is not expected to exceed £50,000.
For reasons of probity the Council would not expect to receive an expression of interest from any consultant who is currently working for or who has recently worked for a retail company which has or is proposing significant retail development in North Norfolk.
North Norfolk District Council has adopted Core Strategy and Site Allocation Development Plan documents. The Core Strategy was adopted in 2008 and provides the strategic policy framework and development management policies for the District. The Site Allocations Development Plan was adopted in February 2011. Based on evidence available at the time (North Norfolk Retail and Commercial Leisure Study, DTZ 2005) the Development Plan identifies a hierarchy of shopping centres, defines town centres and primary shopping areas, sets size thresholds for retail developments, and requires compliance with the sequential approach, need/impact tests and a demonstration of accessibility. The Site Allocations Development Plan identifies a small number of sites in town centres as Retail Opportunity Sites suitable for accommodating comparison goods proposals. No allocations are made for convenience retail.
Planning applications for retail developments may be determined by the Head of Development Management or senior colleagues under delegated powers. In the case of applications which raise significant policy issues or which are the subject of public controversy they are reported to the Council’s Development Committee for decision by elected Members.
The Council is therefore seeking to appoint a consultant with expertise in retail planning matters to provide advice to the Council in assessing proposals in terms of the following considerations:
A. Compliance with the National Planning Policy Framework.
B. Compliance with The Council’s adopted Retail Planning Policy -see the following link for further details www.north-norfolk.gov.uk/PolicyEC5.
C. The Council’s approach concerning Section 106 financial contributions associated with retail developments, which was adopted by the Council on 30 May 2012 and a copy of which is attached to this documentation.
