Description of the goods or services required

Tenders will be invited for the delivery of a range of EU procurement, legal, finance, negotiation and general procurement practice courses (31 in total) throughout Scotland for public sector organisations based in Scotland. The contract will be for a period of two calendar years from January 2014. Prices/charges/fees are to be on a fixed priced basis for the duration of the contract term. The contract will operate on a “call-off” basis in phases of 6 monthly cycles.

The training courses specified in the ITT are targeted at public sector procurement professionals who deliver contracts using the Scottish Government’s Procurement Journey as the standard guidance for the administration of public sector contracts. The ITT also lists “specialist” type procurement courses and sets out a range of consultancy type services that may be required from time-to-time throughout the duration of the contract.

Scotland Excel’s preferred contract option is to engage with one Service Provider to deliver all training topics and services specified in the ITT. Although it is expected that there will be take-up of the courses specified in the ITT there is no guarantee of delivery of any course topic.

Prospective Tenderers must be able to demonstrate:

(1) That they can deliver skills training in accordance with the entire suite of course outlines and consultancy support set out in the IIT

(2) That they can deliver skills training at any accessible venue geographically contained within all of Scotland’s 32 local Authority service areas

(3) That they will accept a zero cancellation fee policy as set out in the ITT

(4) That they can provide a list of at least three major organisations (one of which must be in the public sector) where similar sized training programmes have been delivered in the last three years and show delivery of core courses as set out in the ITT. Tenderers are also required to submit information on health & safety, project management, quality assurance and insurance provisions.

Courses can be delivered on an “Open” basis when delegates from any public sector organisation can attend or an a “Closed” basis delivered to a single (or group of neighbouring public organisations) in-house.
