Description of the contract
The London Borough of Barking and Dagenham is advertising to seek tenders from suitably qualified and experienced organisations to take on the operation of Various Day Nursery Services in the Borough. The selected organisations will be expected to work with Barking and Dagenham Council to ensure the provision of good quality and affordable childcare in its Goresbrook, Heath and Longbridge wards. The Council are tendering the following nurseries. Organisations will only be able to tender for one Lot. (Lot 1) Arden House and Halbutt Street Day Nurseries: (Address: Arden House, 198 Londbridge Road, Barking, IG11 8SY and Halbutt Street, 202a Halbutt Street, Dagenham, RM9 5AA. Arden House and Halbutt Street nurseries are buildings that are currently being re-developed. The Council are refurbishing, re-modelling and equipping the buildings. Actual start dates of the contracts/leases will be dependent on the completion of any capital works. Arden House Day Nursery is expected to provide care for approximately fifty seven (57) children within an age range of three (3) months to five (5) years. Opening hours for the nursery will be Monday to Friday 8am to 6pm for fifty one (51) weeks a year. The contract and co-terminous lease for the nursery are expected to be for a period of seven (7) years and may be extended for a further period of three (3) years subject to performance and at the sole discretion of the Council. The contract and co-terminous lease is expected to commence on 1st June 2014, but this commencement date is not guaranteed and the commencement date may be later. Halbutt Street Day Nursery is expected to provide care for approximately sixty nine (69) children within an age range of three (3) months to five (5) years. Opening hours for the nursery will be Monday to Friday 8am to 6pm for fifty one (51) weeks a year. The contract and co-terminous lease for the nursery are expected to be for a period of seven (7) years and may be extended for a further period of three (3) years subject to performance and at the sole discretion of the Council. The contract and co-terminous lease is expected to commence on 1st September 2014, but this commencement date is not guaranteed and the commencement date may be later. (Lot 2) Castle Green Day Nursery (Address: Gale Street, Dagenham, Essex, RM9 4UN) provides care for approximately seventy nine (79) children within an age range of three (3) months to five (5) years. Opening hours for the nursery will be Monday to Friday 8am to 6pm for fifty one (51) weeks a year. This is a re-tender of the current service and organisations should be aware that Transfer of Undertakings (Protection of Employment) Regulations 2006 may apply. The contract and co-terminous lease for the nursery are expected to be for a period of seven (7) years commencing on 1st September 2014 and may be extended for a further period of three (3) years subject to performance and at the sole discretion of the Council. Castle Green Children’s Centre Day Nursery was part of an ambitious £30 million pound Private Finance Initiative (PFI) project that comprised of a secondary school, public library, sport facilities and community services, it opened in September 2005. In conjunction with the PFI contract there are facilities management teams who ensure that the facility is maintained to a high standard and that premises are used in accordance to regulation and specification. Any preferred provider must be prepared to adhere to and follow all PFI contractual arrangements. Organisations who wish to tender must be able to demonstrate five (5) years relevant experience, currently be running an Ofsted registered day nursery rated “Good” or “Outstanding”, or where the organisation is running more than one nursery have 50% of its nurseries rated “Good” or Outstanding” and must be prepared to work in partnership with the Local Authority and adhere to a strict performance monitoring programme, including site visits. Organisations must also have proven financial stability and a commitment to quality, inclusion and continuous improvement.
