The increased requirement for staff to work in a variety of fragile states (currently including Afghanistan, Yemen, Somalia, Pakistan, Syria and Libya) has prompted the need for a clear robust psychological review and support process to be fully established and applied throughout the Department for International Development (DFID/the Contracting Authority).
The process intends to prepare and support staff taking up postings, at post, and on return, ensuring their resilience is tested, they are psychologically ready and their overall wellbeing is considered
The successful Supplier will be required to provide the following:
— A flexible, consistent service pre, during and post overseas postings for all Recipients;

— Face-to-face consultations;

The Potential Provider shall provide the following:
— A pre-posting resilience intervention, to include an on-line questionnaire and face-to-face consultation. This intervention will assess the level of risk involved with posting the individual (the Recipient), and raise awareness of coping strategies for those who are;
— During the posting, follow up reviews at the six (6) month and annual stages to review their coping strategies;
— On return, to conduct a review on the Recipient and provide further advice if required; and
— Integrated management of the Resilience Support Services, providing regular Management Information (MI) through reports to the Contracting Authority.
Due to the nature of the work that the Contracting Authority carries out and the changing environments it operates in, the Contracting Authority cannot guarantee the number of Recipients it expects to receive the Resilience Support Services.
The Contracting Authority estimates that between approximately between 100 – 150 staff members will take part in the Resilience Support Services process each year of the Contract however as stated above this cannot be guaranteed
The Contract is for a period of two (2) years.
This Procurement is being managed and facilitated by Government Procurement Service (referred to as the Agent). The Agent is acting on behalf of the Contracting Authority throughout the procurement process.
The Resilience Support Services Contract will be between the successful Supplier and the Contracting Authority, not the Agent.

The Agent may have regard to any of the following means in its assessment:
(a) a list of the works carried out over the past five years, accompanied by certificates of satisfactory execution for the most important works. These certificates shall indicate the value, date and site of the works and shall specify whether they were carried out according to the rules of the trade and properly completed. Where appropriate, the competent authority shall submit these certificates to the contracting authority direct;
(b) a list of the principal deliveries effected or the main services provided in the past three years, with the sums, dates and recipients, whether public or private, involved. Evidence of delivery and services provided shall be given: – where the recipient was a contracting authority, in the form of certificates issued or countersigned by the competent authority, – where the recipient was a private purchaser, by the purchaser’s certification or, failing this, simply by a declaration by the economic operator;
(c) an indication of the technicians or technical bodies involved, whether or not belonging directly to the economic operator’s undertaking, especially those responsible for quality control and, in the case of public works contracts, those upon whom the contractor can call in order to carry out the work;
(d) a description of the technical facilities and measures used by the supplier or service provider for ensuring quality and the undertaking’s study and research facilities;
(e) where the products or services to be supplied are complex or, exceptionally, are required for a special purpose, a check carried out by the contracting authorities or on their behalf by a competent official body of the country in which the supplier or service provider is established, subject to that body’s agreement, on the production capacities of the supplier or the technical capacity of the service provider and, if necessary, on the means of study and research which are available to it and the quality control measures it will operate;
(f) the educational and professional qualifications of the service provider or contractor and/or those of the undertaking’s managerial staff and, in particular, those of the person or persons responsible for providing the services or managing the work;
(g) for public works contracts and public services contracts, and only in appropriate cases, an indication of the environmental management measures that the economic operator will be able to apply when performing the contract;
(h) a statement of the average annual manpower of the service provider or contractor and the number of managerial staff for the last three years;
(i) a statement of the tools, plant or technical equipment available to the service provider or contractor for carrying out the contract;
(j) an indication of the proportion of the contract which the services provider intends possibly to subcontract;
(k) with regard to the products to be supplied: (i) samples, descriptions and/or photographs, the authenticity of which must be certified if the contracting authority so requests; (ii) certificates drawn up by official quality control institutes or agencies of recognised competence attesting the conformity of products clearly identified by references to specifications or standards.

The Agent expressly reserves the right (i) not to award the Contract as a result of the procurement process commenced by publication of this notice; and (ii) to make whatever changes it may see fit to the content and structure of the tendering competition; and in no circumstances will the the Agent or the Contracting Authority be liable for any costs incurred by the candidates. If the Contracting Authority decides to enter into a Contract with the successful supplier, this does not mean that there is any guarantee of subsequent contracts being awarded. VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: The Agent will inform all bidders via the e-Sourcing Suite of its intention to award the Contract.
Following a Standstill Period of 10 calendar days and subject to there being no substantive challenge to that intention, the Contract will be formally awarded, subject to contract, to the successful Potential Provider.
The term Standstill Period is set out in Regulation 32A and, in summary, is a period of ten calendar days following the notification of an intention to award decision during which the Contracting Authority must not enter into or conclude the Contract with the successful Supplier. It allows unsuccessful bidders the opportunity to raise any questions with the Agent that relate to the decision to award before the Contract is formally awarded. Neither the Agent nor the Contracting Authority can provide advice to bidders of the steps they should take and, if they have not already done so, bidders should always seek independent legal advice, where appropriate.
If any question regarding the award of the contract has not been successfully resolved, The Public Contracts Regulations 2006 (SI 2006 No. 5) provide for aggrieved parties who believe they have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the Contracting Authority to amend any document and may award damages. If the Contract has been entered into the Court may, depending on the circumstances, award damages, make a declaration of ineffectiveness, order the Contracting Authority to pay a fine, and/or order that the duration of the Contract be shortened.
