Description of the contract

Public Health and Wellbeing Middlesbrough (PHWM) are at the mid-point of the re-development of their substance misuse treatment model, moving from a multi-agency framework model to one involving fewer providers. Each contract will include a significant Payment by Results (PbR) element. Middlesbrough has a long history of delivering recovery-focused, peer-led services and this specification draws upon the learning from a range of these services and pilot schemes run locally. It relates to the provision of an innovative service delivering both psychosocial (drugs and alcohol) and pharmacological (alcohol/other drugs not including opiates) interventions with a total value of up to £1.21m p.a. The service will be multi-faceted but its central focus should be improving the long-term outcomes for service users and their families. It is expected to achieve this through a variety of motivational intervention techniques alongside more innovative solutions such as contingency management. The service should make effective links with the existing recovery and pharmacological opiates services in particular, but also community support systems in order to both identify new clients and to maximise local recovery capital using an asset-based approach.
