The purpose of this ITT is to assist ORE Catapult in establishing a Public Relations, Graphic Design and Filmography Framework Agreement by appointing a number of professional, reliable suppliers to meet their ongoing requirements at their locations throughout the UK.

ORE Catapult has undertaken an assessment of the potential requirements under this framework agreement and, in order to ensure continuity of service provision, has deemed it to be suitable for division into the following four (4) lots:

Lot 1: Public Relations and Campaign Support;

Lot 2: Graphic Design;

Lot 3: Photography;

Lot 4: Videography.

Each of the above four (4) lots shall have a requirement for service provision within the following geographical locations: West and Central Scotland, East Coast of Scotland, North of Scotland, North East England, East of England and the South East, South West of England, Wales and North West of England.

These locations represent the main areas of current ORE Catapult operations. However, there may be additional requirements for other existing or new locations to be serviced during the course of this framework agreement. Tenderers are not required to be able to service all geographical locations within each lot.

Tenderers are to be aware that funding for any contract awarded from this framework agreement may be provided by ERDF, Innovate UK and other private sector sources.

Supporting ORE Catapult’s PR, marketing and campaign activity at a strategic and tactical level.

Activities include, but shall not be limited to:

(a) strategic planning and insight;

(b) identifying media opportunities, writing press releases, interviewing spokespeople, drawing up target media lists, media target recommendations (national, regional and vertical channel trade press), reporting and evaluation;

(c) Campaign support through planning, scripting and storyboarding supporting material, and full campaign implementation;

(d) Social media — strategy, copywriting, implementation;

(e) Advertising — strategy and campaigns, design, liaison with ad-buying agencies.

In the first instance, all appeals should be promptly brought to the attention of the contact specified in section I) above and will be dealt with in accordance with the requirements of the Public Contracts Regulations 2015. Any appeals must be brought within the timescales specified by the applicable law, including without limitation, the Public Contracts Regulations 2015. In accordance with the Public Contracts Regulations 2015, the contracting authority will also incorporate a minimum 10 calendar days standstill period from the date information on award of contract is communicated to tenderers.

As the UK does not have any special review body with responsibility for appeal/mediation procedures in public procurement competitions, any challenges will be dealt with by the High Court, Commercial Division, to which proceedings may be issued regarding alleged breaches of the Public Contracts Regulations 2015.
