Crown Commercial Service (CCS) as the authority intends to put in place an agreement for the provision of mobile voice and data services to be utilised by or on behalf of the UK public sector and their associated bodies and agencies, the voluntary sector, charities and or other private organisations acting as managing agents or procuring on behalf of the public sector delivering services of a public nature. It is intended that this commercial agreement will be the recommended vehicle for all mobile voice and data requirements.
Note, hardware may be included as part of the scope of this project.
The lotting structure of this agreement will be determined as a result of the market engagement. Further information is included in the Additional Information section VI.3).

Public sector mobile service is a project for the provision of mobile voice and data services. The structure of the procurement will be informed as a result of engagement subsequent to this PIN.
Note, hardware may be included in the scope of this project.

This prior information notice is to signal an intention to commence market engagement with suppliers within:
(a) ‘Group A’ the mobile voice and data market, suppliers who own and maintain a Radio Access Network (‘RAN’), which may include suppliers in the following markets:
(i) mobile network operator;
(b) ‘Group B’ the mobile voice and data market, suppliers who do not own and maintain a radio access network, which may include suppliers in the following markets:
(i) mobile virtual network operator;
(ii) mobile virtual network aggregator;
(iii) mobile virtual network enabler;
(iv) reseller for mobile voice and data services;
(v) service providers;
Crown Commercial Service intends to hold market engagement sessions during July and August 2020 with industry experts, specialists and suppliers interested in potentially bidding for any resulting contract(s).

Your email must clearly state:
• the name of your organisation;
• details for the individual(s) who may be participating in the market engagement.
Upon receipt of your expression of interest, all suppliers will be required to complete a short survey to confirm interest in engagement Group A or Group B and to identify the core services the supplier provides including ownership or non ownership of a Radio Access Network.
Upon submission CCS will review the survey responses and select the suppliers who will be asked to attend a virtual engagement session.
All expressions of interest and survey completion should be received no later than midday on Friday 24 July 2020.

The estimated value stated in II.1.5) is an indicative value and is based on an initial contract period of 4 years and 2×1 year optional extension periods, both subject to change depending on which delivery model is opted for following the market engagement and further research.

Crown Commercial Service (CCS) will use an eSourcing system for any resulting competition and reserves the right to use an electronic auction. The eSourcing system we will use is [https://crowncommercialservice.bravosolution.co.uk].
Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so.
