Description of the contract

The Cabinet Office is planning to procure a training programme for people currently working in the public sector who are seeking to spin out into public service mutuals. A public service mutual is an organisation which has left the public sector (also known as ‘spinning out’) but continues to deliver public services. Mutuals are organisations in which employee control plays a significant role in their operation. Learning from the first six months of the Mutuals Support Programme has highlighted that many public sector employees seeking to form public service mutuals need support in the same areas. They are often very effective managers of services, but have not had experience of running a business with all that can entail. Those interested in setting up mutuals often need support to identify business opportunities, cost their services and create business plans, engage their parent body and staff and to understand what is needed to turn excellent in house service delivery into vibrant, robust businesses. Cabinet Office anticipates seeking a supplier to provide training to those seeking to establish public service mutuals which will fill these knowledge gaps and enable participants to create robust business plans and successfully engage their parent body and staff with greater confidence. This should increase the number and quality of projects being developed by public sector staff to form public service mutuals. Cabinet Office would like to procure a supplier to: • Develop with an initial cohort of around 10 participants (who are seeking to form public service mutuals) an innovative training programme which will increase their skills and give them the tools they need to apply learning to their planned venture • Deliver to the initial cohort, evaluate and, where necessary, refine the training programme • If successful, roll the programme out, delivering to further cohorts as demand requires. Those participating in the training would be expected to graduate with: • A plan for communicating with and securing the support of 1) their Parent Body and 2) their staff • An outline business plan and sufficiently flexible financial modelling tool which they can use to update costs as plans develop • A vision for their business and tools for spotting where and when they can expand and/or diversify We also anticipate creating a graduation element where participants pitch their project to an external commercial expert (provided by Cabinet Office) who will offer constructive challenge. Cabinet Office would welcome suggestions from the supplier market on how these outcomes can best be achieved and how the procurement should be managed to maximise the chances of achieving these outcomes. Cabinet Office anticipate going to market with (estimates): • an initial development cost (including evaluation and any necessary subsequent refinements) of between £5,000 – £20,000. • a total delivery cost of between £5,000 and £15,000 per cohort of participants. The supplied estimated lifetime contract value range is deliberately wide, to reflect that the number of cohorts commissioned will be subject to demand and quality. Continued commissioning of courses/cohorts will be subject to both demand and attendees’ perceived value of the course.
