Description of the contract

Learning from the first six months of the Mutuals Support Programme has highlighted that many public sector workers seeking to form Public Service Mutuals (PSMs) need support in the same areas. This includes, support to identify business opportunities, cost their services and create business plans, engage their parent body and staff and to understand what is needed to shift from excellent in house service delivery to a vibrant, robust business (including but not limited to social enterprise). The Customer is therefore seeking a Supplier to provide training and capability development to those seeking to establish PSMs, which will fill these knowledge gaps and enable participants to create robust business plans, successfully engage their parent body and staff whilst developing the confidence they will need to lead the project to success. Indicative budget: • a development and delivery to pilot cohort cost of between £10,000 and £20,000 • a per cohort delivery cost of between £5,000 and £15,000 as demand requires. Cabinet Office is releasing a draft specification (see additional documents) for the procurement of a one to many training programme for potential public services mutuals. The Cabinet Office is keen to receive feedback from the market on the content of this specification and the suggested payment model. Cabinet Office is releasing a draft specification for the procurement of a one to many training programme for potential public services mutuals. The Cabinet Office is keen to receive feedback from the market on the content of this specification and the suggested payment model. Responses should be sent via email to spot.buying@gps.gsi.gov.uk with the subject title ‘MSP-ONETOMANY’ no later than 5pm on Friday 23rd November. This market testing exercise is being conducted by the Cabinet Office to inform the development of the specification and procurement strategy. Cabinet Office does not bind itself to proceed to a procurement process and potential suppliers are fully responsible for any costs that they incur in responding to this request. Cabinet Office will not routinely publish responses to this document, however, it is of course bound by the Freedom of Information Act and will therefore need to treat any requests received on a case-by-case basis. Participation or otherwise in this exercise will have no bearing on the assessment of any potential suppliers in any subsequent procurement process.
