Repair and maintenance of plant. Repair and maintenance services. Repair and maintenance services of electrical machinery, apparatus and associated equipment. The Authority, wishes to engage an economic operator to provide the Works / Services in respect of: Pumping Station Maintenance Services.
There has been an identification of need for a Contractor to undertake a maintenance regime to meet stated requirements contained within this contract specification.
The contract will cover routine maintenance of the assets and provide rates to be used in the event of emergency or other additional works being required.
The contract will not cover the replacement of assets in the event it is decided to replace them, either due to breakdown or age, during the life of the contract although this work may be added as additional work at the time it occurs. In the event plant is replaced the maintenance schedules will need to be reviewed by the Contractor. Works outside the initial scope will be undertaken on a quoted charge basis, subject to prior written agreement from Medway Council.
The scope of the maintenance contract will include the maintenance of the complete drainage systems upstream of the Medway Tunnel sumps, pumping stations and associated plant including lifting equipment, standby generators, instrumentation and site electrical equipment. It will include detailed reporting of the work undertaken.

Description of particular conditions: All companies wishing to express an interest into this exercise must have a minimum of 3 x the contract amount as an annual turnover. All bidders must have at least 5 years experience of providing services of this nature, failure to provide such information will result in your interest being removed from the process.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

Candidates will be required to answer these questions as part of the qualification process. For candidates who are registered overseas, you will need to declare if you have any offences/misconduct under your own countries laws, where these laws are equivalent to the Regulation 23 lists.
Candidates who have been convicted of any of the offences under Article 45(1) are ineligible and will not be selected to bid, unless there are overriding requirements in the general interest for doing so.
Candidates who are guilty of any of the offences, circumstances or misconduct under Article 45(2) may be excluded from being selected to bid at the discretion of the Authority.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
Medway Council reserves the right to cancel the procurement and not to proceed with all or part of the Contract Medway Council will not, under any circumstances, reimburse any expense incurred by bidders in preparing their PQQ or tender submissions or in participating in the dialogue process.
