List and brief description of conditions:

 

The service must be provided in accordance with all relevant legislation in particular the applicable provisions of the Looked After Children (Scotland) Regulations 2009 and the Looked After Children (Scotland) Amendment Regulation’s 2009.

The service must be registered with the care inspectorate, to provide a fostering service and/or adult placement service at the implementation date of 1 April 2021.

The contracting authority does not intend to include a subcontract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason:

The contracting authority is not including a subcontract clause due to the legislative requirements for registration with the Care Inspectorate and compliance with Fostering Regulations.

A summary of the expected community benefits has been provided as follows:

A community benefits statement template has been included as an attachment in the Technical Envelope on PCSt at section 2.2. Applicants are required to complete this template as part of the ESPD qualifying criteria.

Applicants should use the template to describe, in between 300 and 500 words, the contribution their organisation may be able to make in relation to achieving community benefits when delivering services under the 2020 Purchased Foster Care Framework Agreement.

The community benefits statement includes guidance as well as some examples of community benefits that may be applicable when delivering social care services under the 2020 Framework Agreement. These have been selected from the Scottish Government’s Sustainability Test. Please note your organisation’s response need not be limited to the examples given.

Completion of the community benefits statement is a mandatory requirement of the tender process.
