Description of the contract

Tender for Quality Inspector Services to Support the Councils “In-House” Quality Inspectors Within the Corporate Delivery Unit. The London Borough of Barking & Dagenham is inviting expressions of interest from Construction Line registered Quality Inspector / Clerk of Works registered practices that are willing to assist the council’s current Quality Inspector service. The contract will last for a period of 18-months, starting on 9th September 2013, and will run until the end of March 2015. The purpose of the contract will be to provide additional support to the councils own “in house” staff and cover any resourcing shortfalls that may occur in terms of site based quality inspections. You will be required to work on a number of different construction areas including, housing new build/refurbishment, housing multiple element inspections, educational new build/refurbishment, built environment new build / refurbishment and regeneration public realm works and in this role, will be expected to work alongside each appointed internal LBBD Project Manager. The Quality Inspectors themselves will work for a large percentage of their time remotely, but will be required to visit council offices on a daily basis to report back to each Project Manager on all construction issues including type of construction method, construction quality, contractual performance, site progress and health and safety. In addition the QI may be asked to attend site meetings, complete spot check health and safety audits and any other works as agreed with the project manager. All reporting will be on the council’s own template documents that will be issued after your expression of interest have been evaluated. Currently the total cost of this contract cannot be fully confirmed but it is anticipated to be no more than £173,000.00.

How to apply

Expressions of Interest Companies wishing to be considered for this tender must be Construction Line registered in either of the specialisms of Quality Inspector / Clerk of Works services. For the initial expression of interest only, you will need to submit a single page e-mail with company logo introducing yourself, your company details and your valid Construction Line registration. In order to limit pressure on the councils e-mail server, can I ask that you limit your email reply to one single page with no trade literature attached. Given the anticipated number of replies, it will be your own responsibility to contact me by telephone or by e-mail to confirm receipt of your e-mail submission in a timely manner. Once we have received this information and the expression of interest date has expired, we will e-mail you a copy of the Quality Inspector general duties, a pricing schedule for works and typical council templates for Quality Inspector reporting. Your return submission will then be assessed on a 55% price 45% quality basis. The schedule will cover price and the quality scoring will be based on the following: 1. CV’s of the actual staff to who your company will be putting forward for the QI role in the borough. Please can you limit the CV’s for up to 4 members of staff. (Total number of pages limited to 3 sides of A4 per CV submitted). 2. Explanation of your company’s management ethos for quality and developing a respectful working relationship with LBBD. In addition, could you explain any way of added value you feel your company could benefit LBBD. (Limited to 2 sides of A4). 3. Examples and case studies of projects your staff (whose CV’s will be submitted), have completed in the last 3 years. Please note, the examples you give do not need to be the highest in terms of cost, they should ideally request Local Authority works if at all possible. (Limited to 4 sides of A4). The closing date for all e-mailed expressions of interest will be 5pm on Wednesday 17th July 2013 to the following e-mail address:- rob.smith@lbbd.gov.uk LBBD will then issue you the additional information you will need to prepare your formal price / quality submission by Thursday 25th July 2013. It will be your own responsibility to make sure these documents arrive as no variation to the 12 noon deadline will be given. Once evaluated, final appointments will be made by 22nd / 23rd August 2013.
