Description

North Northamptonshire is looking to obtain quotations from experienced consultants to provide provide advice on sustainable construction and energy issues in order to implement policy 14 of the adopted Core Strategy and to discharge planning conditions.

It is recognised that, since the adoption of Policy 14, the Government has shifted towards a fabric-first approach to carbon reduction and has consulted on its Housing Standards Review, which may result in deletion of the Code for Sustainable Homes, and integrating parts of it into Building Regulations. Policy 14 is somewhat out of step with this move but remains part of the development plan and is still the starting point for decisions on developments.

Expertise is required to look at planning applications relating to strategic developments, including for the discharge of conditions, to assess them against Policy 14 and latest national guidance and, working with the case officer, to enter into negotiations with developers to achieve the best possible outcomes through technically and economically viable approaches to sustainable design issues.

This will require a detailed working knowledge of sustainable design standards (including the Code for Sustainable Homes, BREEAM and Part L of the Building Regulations) and of renewable energy technologies. The consultant must have extensive experience of the development management process, having worked with local planning authorities and/or developers to identify and negotiate practical and viable means of achieving sustainable developments.

Working Arrangements:
This work will be on a ‘call-off’ basis as work flow requires, but is likely to amount to around 40 days per annum. Quotations should provide details of the consultant/s who will carry out this work, their availability and their daily fee rate.

The successful consultant will agree detailed working arrangements with the JPU Design Action Manager and the contract will be monitored through monthly progress calls/ meetings. Much of the work under this contract can be carried out remotely but will require regular liaison with the JPU and partner planning authorities, including attendance of occasional meetings in Thrapston and at the offices of the district councils. Quotations should include details of travelling expenses to Thrapston.
